Description
NASA/KSC has a requirement for ONE FEKO PLATINUM PARALLEL 12 PROCESSOR NODE-LOCKED LICENSE WITH FLOATING LICENSE. NASA/KSC intends to purchase the items EM SOFTWARE & SYSTEMS (USA) INC., 144 RESEARCH DRIVE, HAMPTON, VA, 23666. KSC is currently involved in a Computational Electromagnetic (CEM) modeling effort in support of the Launch Services Program. FEKO implements the Multilevel Fast Multipole Method (MLFMM) rather than the standard Method of Moments (MOM) technique. This provides a reduction in memory usage from 60 terabytes down to 25 gigabytes, which is a drastic improvement of computer resource usage. FEKO also incorporates a Finite Element Solver which allows for more dynamic changes in the model geometry. Time domain harmonic sources are supported in the current version, and consequently calculation is done in the frequency domain. FEKO also provides a field solver and uses the ejwt time convention. FEKO accepts input from a wide variety of different sources including incident plane wave, various voltage gap formulations (on wire segments as well as triangle edges), magnetic ring current (TEM-frill, with which a coaxial feed can be modeled) and impressed currents and patterns. FEKO is one of the very few high frequency solvers that work with arbitrary geometries. The use of any other software would be a risk to the program. EM Software & Systems is the only source of FEKO software The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 20, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
