- NASA/MSFC has a requirement for a High Speed, High Resolution, Science Grade Infrared Camera with High Speed Data Recorder Specifications. NASA/MSFC intends to purchase the item from FLIR Systems, Inc. on a sole source basis. FLIR Systems is the manufacturer of the infrared camera model SC6000. The SC6000 infrared camera is a science grade camera which is not sold through any resellers. The FLIR Systems infrared camera listed is the only make and model which meets all the NASA ER43 Infrared Thermography requirements for performance and capability with the existing NASA ER43 infrared camera post processing software and the NASA ER43 developed software code for post processing software. The FLIR Systems infrared camera with the FLIR Systems developed software has an infrared thermography industry unique technology with the capability to sample with multiple radiometric ranges. By a pixel by pixel algorithm, the FLIR Systems camera can then select the highest quality radiometric value from each measured range and produce a final temperature image with a high resolution and wide temperature range. This capability, which is compatible with the MSFC high speed wind tunnel application, is not available from any other infrared camera manufacturer. All of these capabilities are required in order to satisfy the Government's needs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Judith R. Drabkin at Judith.R.Drabkin@nasa.gov no later than 4:30 p.m. CST on August 23, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
