- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to negotiate a sole source procurement with Brackett Aircraft Inc. for the manufacture and delivery of the Forward Ground Handling Wheel (FGHW), Part number BCW-4300, quantity of forty (40), for the base year, with an additional four (4) one-year option periods for up to an additional five hundred forty (540), Forward Ground Handling Wheels, P/N BCW-4300 . The FGHWs are used in conjunction with the aft ground handling wheels so that the aircraft is supported on four ground handling wheel assemblies. As the original equipment manufacturer (OEM), Brackett Aircraft Inc owns the mechanical designs to the FGHW, since the data rights were not purchased from Brackett, the Government is unable to provide all of the necessary configuration data for the Ground Handling Wheel. Brackett teamed with Bell Helicopter Textron Inc. to develop, test and evaluate, manufacture and repair the FGHW. In order for the FGHWs to operate effectively and balance, a contractor must obtain the knowledge of dimensions, interface requirements with Bell Helicopter Textron Inc. NAWCADLKE intends to procure this requirement under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
