Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 06SQ810311 and is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-1, dated July 6, 2006. This solicitation is unrestricted. The North American Standard Industrial Classifications System Code is 517110. THE FOLLOWING ITEM DESCRIPTION AND DELIVERY APPLIES: Maintenance Coverage for Nortel Meridian 1000M Multigroup Communication System. The quoters must be an Elite Advantage member of Nortel Networks Partnership program and must have technicians located in the Denver Metro area. SYSTEM PRORERTIES: Meridian 1000M system located in Bldg 67 Operation software - Succession 4.0 FNF Fiber packet P-III Dual processors IP Successions Kit with Signal Server CONNECTIVITY: Fiber Remote IPE Module located in Bldg 56. Carrier Remote IPE Microwave unit to Bldg 810. Off Site Remote to Platte River-44 Union via T-1 with Telco Systems unit. VOICE MESSAGING: Call Pilot 703 Tower Server with Release 3.0 software. 1000 seats for Desktop Messaging /My Call Pilot. 1000 seats for Fax Messaging. SYSTEM COMMUNICATOR: OTM Server with Release 2.2 software. Additional Site connections to Loveland, Co; Durango, Co; & Albuq. NM. Place of Performance: Bureau of Reclamation, Denver Federal Center, 6th and Kipling, Denver, CO 80225, Buildings 56, 67 and 810. QUOTES ARE DUE: Quotes are due for this combined synopsis/solicitation on August 17, 2006 at 4:00 PM Mountain Standard Time and shall be delivered by the specified time to the Bureau of Reclamation, DFC, ATTN: Kim Gomez, 84-27810, PO BOX 25007, Denver, CO 80225-0007. Facsimile, 303-445-6345, and electronic, kgomez@do.usbr.gov, quotations are acceptable with all required documentation. No oral quotations will be accepted. Quoters must furnish the company name, DUNS number, TIN Number, address, phone and fax number, email address if available, and official point of contact. All Quotes must be manually signed by authorized company official. Email questions are acceptable to kgomez@do.usbr.gov. STATEMENT OF WORK GENERAL The Bureau of Reclamation (Reclamation) has a requirement for a maintenance contract that provides technical support on the Reclamation owned Meridian Succession 1000M multi-group telecommunications system made by Nortel Communications. BACKGROUND This requirement is needed to provide the Bureau of Reclamation repair assistance with its Succession 1000M multi group when required. The contract will include 24 hour monitoring, timely alarm response, and technical assistance that is local to the Denver Metro Area. This contract will assure continuity of operations during unforeseen outages with minimum down time and will allow Reclamation the ability to maintain its communication system in its current state of the arts condition. The contract will also provide software upgrades as they are made available by Nortel Communications that will insure Reclamations ability to stay current with ongoing technological advancements. WORK TO BE PERFORMED BY CONTRACTOR The required contract will be for one year with two yearly renewal options. The contract must include the Software Release Subscription program provided by Nortel Networks. Contractor Qualifications/Responsibilities Due to the complexity of the Bureau of Reclamations Succession 1000M Multi-Group communications system with all its operational responsibility, and as well, with the system being manufactured by Nortel Communications, the contractor will have to be an Elite Advantage member of Nortel Networks Partnership program. Elite membership will provide the Bureau of Reclamation the following required coverage's for the communications system. 24/7 staffed technical support; 24/7 emergency coverage; 15 Minute First Response to Emergency calls with an on site visit within two hours; Two hour First response to non-emergency calls with an on site visit by the end of the business day; The Elite Advantage Partner will also be able to provide Data Solutions, Voice Solutions, Application of product Solutions. The contractor must have Technicians located in the Denver Metro area to assure expected timely response. Contractor Technicians will need to be Nortel Networks trained with Succession Operational software, Call Pilot Messaging with Desktop and My Call Pilot applications, OTM administration, rls 2.2 programming and applications, Voice over IP (VOIP) programming via Signal Server, and trained in upgrade procedures for large multi-group systems. The contractor will be responsible for 24/7 monitoring of Reclamations communication system. Non business Major alarms will require notification to Reclamation communication technicians ASAP. On site repair visits during non business hours will be coordinated with Reclamation to guarantee proper access. In the event of any service interruption due to system failure, the contractor shall provide estimated down time of the repair with updates as needed. All service effecting repair that requires system interruption shall be coordinated with Reclamation communication technicians with a schedule of events that includes steps taken to restore service. On site visits for minor alarms during normal business hours will require prior notification to Reclamation's communication technicians to ensure switch room access. All upgrades required during the span of coverage shall be performed during non business hours with advanced notification. GOVERNMENT-FURNISHED MATERIALS/SERVICES The Bureau of Reclamation shall provide access to Denver Federal Center with services access to the communication system and associated remote units located in Buildings 67, 56 and 810 as required. SUMMARY OF DELIVERABLE Software release upgrades when made available. PROJECT COMPLETION/DELIVERY SCHEDULE The performance period for this contract shall be for a base year and four option years. REVIEW OF DELIVERABLES The Bureau of Reclamation telecommunication specialist will review the adequacy of any and all replacement parts required during the span of the contract. New software releases shall be reviewed prior to upgrading. Replacement hardware due to upgrades will be verified as to its necessity. ACCEPTANCE OF DELIVERABLES Final acceptance of all deliverables will occur when installation and implementation of all software/hardware is shown to work within Reclamations communication structure. TECHNICAL COORDINATION The contractor shall coordinate with Paul Richards or Scott Nolan, Telecommunication Specialist, 84-21110, 303-445-3688; prichards@do.usbr.gov; snolan@do.usbr.gov; Building 67, Room 136, on all technical matters related to this contract.
