Description
HUD is looking for a vendor that can provide technical advice, guidance, and training regarding Public and Indian Housing Property and Casualty Insurance issues. The contractor needs to have knowledge and experience with HUD's Public and Indian Housing Property/Casualty Insurance Requirements - Guidebook, 7401.5, and other applicable HUD notices, and provisions of the Annual Contribution Contract and applicable provisions of 24 Code of Federal Regulation 85.36. BACKGROUND AND NEED FOR SERVICES The Public and Indian Housing Real Estate Assessment Center (PIH-REAC) Financial Management Division (FMD) provides technical assistance, guidance and policy recommendations to public housing agencies, Tribes and Tribally Designated Housing Entities (collectively referred to as HAs). HAs are required to obtain insurance coverage, as specified in HUD statutes, regulations and contracts. Part A, Section 13 of the Annual Contribution Contract (ACC) provides that Public Housing Authorities (PHAs) shall procure adequate insurance to protect them from financial loss resulting from various hazards. The types of insurance required include, but are not limited to; (a) Commercial Property, (b) Commercial General Liability, (c) Workers Compensation and Employers Liability coverage, (d) Automobile Liability, (e) Theft, Disappearance, and Destruction coverage (f) Employee Dishonesty, (g) Boiler and Machinery, (h) Flood coverage for properties located in a flood plain, (i) Lead Based Paint Liability and (j) terrorism insurance. HUD has Fifty two (52), PIH field offices that oversee more than 4700 HAs nationwide. Approximately 3200 of these HAs manage public housing programs and 572 tribes manage Indian housing programs.
