Description
The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisition Procedures (Dollar Threshold of $100,000) a firm fixed price award to SuperWylbur, 4720 Edgefield Road, Bethesda, Md 20814 for SuperWylbur Perpetual License and Maintenance. Superwylbur software is the industry standard for batch processing. This product?s predecessor Wylbur has been installed and is currently being used at CMS. CMS must upgrade to Superwylbur to support a recent DB2 upgrade and other recent mainframe performance enhancements, as Wylbur can not support these changes. This software manages mainframe utilization, a critical activity for successfully administrating the Medicare program, the Drug Card Program and the MMA. The use of this product is critical as it is already widely used, understood and deeply embedded in the mainframe environment. As Superwylbur is the industry standard, there are no other sources that meet the Government?s needs. At the present time it is not possible to introduce a new contractor with an untested and potentially unreliable product. Any delay in awarding this order to Superwylbur will result in disruption to the processing of Medicare claims and potentially cause considerable harm to the Medicare program and its beneficiaries. Superwylbur is the only responsible source that can provide the software maintenance, and upgrades necessary to fulfill CMS batch processing requirements within the timeframes the Agency requires.
