Description
Description Los Alamos National Laboratory (LANL), operated by Los Alamos National Security, L.L.C. (LANS) for the Department of Energy (DOE), is preparing a solicitation to place a Master Task Ordering Agreement (MTOA) subcontract with an integrating contractor that will design and construct 20 sub-projects that comprise the TA-55 Reinvestment Project (TRP). This Nuclear Facility is a high security, Hazard Category 2 non-reactor nuclear facility that is 28 years old and in need of refurbishment or replacement of many of its critical safety systems. The first phase of this project (2007-2014) will consist of the replacement of the cooling tower, water cooled chiller systems and air cooled backup chiller system and seven additional sub-systems identified as UPS, Air Dryers, Confinement Doors, Criticality Alarms, Vault Water Tank, Glovebox Seismic, and Exhaust Stack. The second phase of this project (2014-TBD) consists of tasks for Fire System (4), HVAC (4), Roof, Elevator and Industrial Waste. Selection of the successful offerors for award will be based on a best-value source selection process using a two-phased approach: Phase 1, the Request for Qualifications (RFQ); and Phase 2, the Request for Proposal (RFP). Do not transmit information at this time for the RFQ or RFP. The project magnitude is estimated to be approximately $75 million. The award of this contract is contingent upon the receipt of approval and funding from the Department of Energy. A portion of the funding for this project is currently available, with the remainder to become available early in each fiscal year of the project?s duration. LANL intends to award a Master Task Ordering Agreement. Individual Task Orders for each sub-project will be released on a Cost-Plus-Incentive-Fee or Fixed-Price type basis to the successful offeror that best meets the Laboratory?s goals and objectives. Phase 1, Request for Qualifications. To be qualified, each offeror must demonstrate: ?Safety Performance Nuclear Facility Retrofit Experience Financial Responsibility Phase 2, Request for Proposals The RFP will be issued to approximately 3 qualified vendors from the RFQ process. Firms receiving the RFP will be asked to furnish a cost proposal to establish pricing for a Task Ordering Agreement.
