Description
SUBJECT: PARR INSTRUMENT COMPANY PRESSURE REACTION APPARATUS MODEL 4547A (OR EQUAL). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-06NT00755 The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA (for delivery to the Albany Research Center, Albany, OR) intends to purchase the following: PARR INSTRUMENT COMPANY Pressure Reaction Apparatus, Model 4547A or equal with following requirements: 1. 4547A-T-FMD1-SS-115-VS.25-7500-SC-GE-BF-SME-SPK, PARR INSTRUMENT COMPANY Pressure Reaction Apparatus, Model 4547A (OR EQUAL), with: a.Fixed-head Vessel, Floor-stand mounting b. 3.25" ID, 9.8" IL, 1200 mL capacity c. Head, cylinder, and internal wetted parts of T316SS d. External fittings of T316SS e. Magnetic drive, with T316SS wetted internals f. Rated for use at up to 5000 psi at 350 degree C g. Parr Confined-PTFE gasket for use u to 350 degree C Head is equipped with 1. Gas inlet/liquid sampling port with valves and dip tube 2. Pressure gage, SS, 0-7500 psi 3. Safety rupture disc, INC, pre-bulged, 5000 psi 4. Gas release valve 5. Serpentine cooling coil 6. Thermowell, with Type-J thermocouple 7. Footless magnetic stirrer with 16 in-lb torque 8. Gas entrainment impeller, with removable baffles i. Variable-speed, 1/4hp, 1700 rmp motor j. Electric heater, 2000W, 115V, 16 amp k. Without Model 4843 Controller l. ASME certified m. With spare parts kit ??? 1 EACH. 2. Two Model 4875 Power Boxes (Four add'l controllers required later) ??? 2 EACH. 3. Model 4871 Process Controller, 115V a. Base Module (with Honeywell HC-900) b. Configured to operate six reactors c. Two Analog Output modules (8 Ch - 6 used) d. Two Digital Output modules??? ( 32 Ch - 18 used) e. Three Analog Input modules (24 Ch - 18 used) f. With six each of T/C, tach, and pressure transducer, including 20-ft cables g. With pre-configured software to run six reactors h. With cable for connection to client-provided PC ??? 1 EACH. 4. Convert autoclave to 230V, 8 amp ??? 2 EACH. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 339114. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This is a small business set aside.
