- The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Riverdale, Maryland is seeking small businesses to provide advisory/consulting services to conduct an organizational culture & culture change readiness assessment, a strategy session with the PPQ leadership to identify the needed elements to build an inclusive organizational culture, assist in the creation of a position and organizational infrastructure to implement the strategies that will build and sustain an inclusive workplace environment. Required services are commercial, therefore, FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures shall apply to this acquisition. This procurement is 100% small business set-aside. The North American Industry Classification (NAIC) System Code is 541611. The small business size standard is $6.5 million. The Government contemplates award of a Firm Fixed Price commercial service contract resulting from the solicitation. The period of performance will begin on or about October 1, 2006, through September 30, 2007. The solicitation will be posted on or about September 7, 2006 and will be made available only on the Federal Opportunities website at http://www.fedbizopps.gov. The Government intends to provide the solicitation and all amendments via this website only: www.fedbizopps.gov.
