- The U.S. Department of Agriculture, Agricultural Research Service intends to procure the following items or equal from California Analytical Instruments: Photoacoustic Field Gas Monitor 1. One (1) each -- Model 1412 Photoacoustic field Gas Monitor with standard accessories & Windows 2000 SP IV Operating Software 2. One (1) each -- Optical Filter UA0976 for Ammonia 0.2 to 2,000 ppm. 3. One (1) each -- Optical Filter UA0986 for Dimethyl Sulfide 0.02 to 2,000 ppm 4. One (1) each -- Optical Filter UA0973 for Methylmercaptan 1 to 10,000 ppm 5. One (1) each -- Optical Filter UA0969 for CH 0.4 to 4,000 ppm 6. One (1) each -- Optical Filter UA0983 for CO2 5 to 5,000 ppm 7. One (1) each -- Naflon Humidifier P/N CAI-110-03-34 8. Five (5) each -- Span Gas Calibration Charge 9. Two (2) each -- Special Gas Calibration Charge (MSH and DMS) 10. One (1) each -- USB Serial Adapter 11. One (1) each -- Portable Battery Pack for field operation The instrument should be portable as to be easily deployed in the field and have the capability of measuring the following gas concentrations in the range of 10 ppb to 10,000 ppm: Ammonia, methane, carbon dioxide, dimethyl sulfide, and methylmercaptan.. These items will be delivered FOB Destination. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number 2006-4431-024 is being issued as an Invitation for Bid. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Offerors are to provide a bid for the following: ALL RESPONSIBLE SOURCES MAY SUBMIT A BID FOR CONSIDERATION. Bid prices shall include all necessary labor, parts, materials, and transportation necessary to delivered FOB Destination a Model 1412 Photoacoustic field Gas or equal to USDA, ARS, 230 Bennett Lane, Bowling Green, KY 42104. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this/these address(es): www.arnet.gov/far/. FAR 52.212-1 Instructions to Offerors ? Commercial, Far 52.212-2 Evaluation-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212.4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items apply to this acquisition. All systems and components shall be provided with a one (1) year warranty from the time of owner?s acceptance. The warranty shall cover all parts, labor and material. Offers are to include a 30 calendar day acceptance period. All bids are due by 2:00 (CST), September 7, 2006, at the USDA, ARS, MSA, Procurement Assistance Office, 141 Experiment Station Road, P.O. Box 225, Stoneville, MS 38776-0225.
