Description
THIS IS A REQUEST FOR PROPOSAL (RFP) IN ACCORDANCE WITH FAR 12.6 AND 15, AND IS A FULL AND OPEN COMPETITION, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. The size standard for North American Industry Classification System (NAICS) code 541512 is $21.0M. The RFP will be available at the link provided in this notice. Responses reflecting availability of the service as described are requested in the form of a proposal. The U.S. Department of Health and Human Services (HHS), Office of the Secretary, Departmental Appeals Board is requesting proposals for the Departmental Appeals Board e-Filing System. The e-system anticipated will be a publicly accessible web-based process and/or system that will: (1) allow parties to electronically file (e-File) documents at the DAB; (2) allow parties to electronically serve (e-Service) copies of filed documents upon other parties to the same case; and (3) allow the Board and ALJs to electronically issue (e-Issuance) rulings, orders, decisions. Possible deliverables include: (1) a publicly accessible web portal through which: (a) non-federal parties may request a hearing by an ALJ or parties may request review by the Board; and (b) parties may file with the CRD or Board, pleadings, briefs, responses, or similar documents including attachments; (2) a publicly accessible web portal through which parties may effect service upon other parties to the same action; (3) a publicly accessible web portal through which the ALJs and Board may issue rulings, orders, and decisions to all parties to a case; and (4) web-based training for using the system available for federal and non-federal parties and DAB staff, in the form of a tutorial and help screens and on-site training for DAB staff in Washington, D.C. All Offerors shall submit a proposal consisting of a separate technical volume and separate cost volume. The volumes shall be as follows: Volume One: Technical Proposal; Volume Two: Past Performance; Volume Three: Business Proposal. Each volume shall be separate and complete in itself so that evaluation of one may be accomplished independently of evaluation of the other. The Government shall perform a best value analysis and evaluate offers in accordance with the evaluation criteria set forth in Section M of the attached link. The period of performance shall be September 1, 2006 through August 31, 2007 (and four twelve-month option periods), in accordance with all specifications, work statement, terms and conditions contained therein. The place of performance shall be the Washington, D.C. area and various locations outside the Washington, D.C. area. All qualified firms who believe they can satisfy the solicitation requirements are invited and encouraged to provide their proposal. Offers shall be evaluated for: management / staff / resources, technical approach, past performance, and price/cost (see Section M.3 in the attached RFP). The first three factors when combined are more important than price/cost alone. The Government anticipates award of a commercial item contract to one responsible Offeror whose offer provides the best value to the Government. This is a Firm Fixed Price contract that is at no cost to the Government. Contractor performance will be financed by fees collected from site users by the Contractor. Offerors are reminded to complete all sections of the solicitation, including the Offeror Representations and Certifications-Commercial Items. The due date for questions is Monday, June 12, 2006 at 2 p.m Eastern time. Questions shall be submitted electronically to Jhamlet@psc.gov. The due date for proposals is Monday, June 26, 2006 at 2:00 p.m. Eastern time and must be submitted in accordance with Section L of the RFP.
