Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 6.302-1) with Abiomed, Inc. 22 Cherry Hill Drive Danvers, MA 01923 as the only responsible source that can provide the brand name only equipment to include: 1) Item# 0015-0010 AB5000 Console; 2) Item# 0015-0020 AB5000 Cart Assembly; 3) Installation; 4) Training 5) Operator Manual; 6) Service Manual. The requirement is for a Ventricular Arterial Device (VAD). This system assumes a patient?s heart function after cardiac surgery. This provides the heart sufficient time to heal and rest or while awaiting heart transplant. The VAD consists of a blood pump, cannulae, a system controller and a power source. The pump shall be constructed of blood-compatible materials to reduce the incidence of clot formation and thromboembolism. The pump can be implanted in the abdomen, preperitoneal space or rectus sheath. The VAD shall be able to accommodate a wide array of arterial and atrial cannulae. The system shall be able to continually pump blood and adjust to cardiac beat rates as it responds to the heart?s physiological functions. The unit shall operate in either a vertical or horizontal position, is mobile and can be utilized for air or ground transport. It shall have an ergonomic display assembly that provides basic and advance cardiac physiological indication and alarms such as beat rate and pressure, low battery, low pump flow or pump failure. Unit shall have a back up system that automatically operates in cases of power failure. This acquisition is being conducted under Simplified Acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received within 7 days after publication of this synopsis will be considered by the Government to include capabilities to provide sufficient quantities. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Work or Adobe PDF attachment to Sandra A. Musgrove at samusgrove@nmlc.med.navy.mil.
