- The Department of Veterans Affairs is seeking proposals from Construction firms for a project. This procurement is for Construction of Modernize Patient Wards which includes renovation of three (3) patient floors and an option for two (2) new service elevators with support structure and enclosure. Contractor shall furnish labor and materials, equipment, transportation, supervision, coordination and services required to perform and complete the hospital renovation work and elevator construction as required by plans and specifications issued with this solicitation. The work is located at the VA Atlanta Medical Center, 1670 Clairmont road, Decatur, GA. The offeror shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the state of Georgia. Cost Range for this procurement is between $10,000,000 and $20,000,000. The NAICS Code for this procurement is 236220. Solicitation documents will be available on or about August 25, 2006. All responsible sources may submit a proposal, which shall be considered by the Department of Veterans Affairs. Proposal documents are available at a cost of $250.00 per set, refundable upon return to VA Atlanta Medical Center, Attention Resident Engineer, Room BD -118, 1670 Clairmont Road, Decatur, GA 30033. A Pre-Proposal conference is scheduled for September 8, 2006 at 10:30 am until noon in the Pete Wheeler Auditorium at the Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, Georgia 30033. Sealed proposals are due to the Contracting Officer by September 26, 2006, 3:00 PM EDT. There will be no public opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance, 100% Payment, and 20% Bid Bonds. The Office of Small Disadvantaged Business Utilization has established the following subcontracting plan participation goals for this project in terms of subcontracting dollars: Small Business 23%; Small Disadvantaged Business 5%; Service Disabled Veteran Owned Business 3%; Women Owned Small Business 5%; HUBZone Small Business 3; Veteran Owned Small Business 7%. The proposals will be evaluated and award made on the basis of Best Value in accordance with the FAR Subpart 15. Contract will be awarded SUBJECT TO AVAILABLE FUNDS.
