Description
This is a solicitation for a Global Contingency Construction, Multiple Award Contract (GCC-MAC). The solicitation is unrestricted; the North American Industry Classification System (NAICS) is 236220 with a Size Standard of $28,500,000. The Government intends to award a Cost Plus Award Fee, Indefinite Delivery Indefinite Quantity (ID/IQ) Multiple Award type contract. This procurement is for one solicitation that may result in multiple awards. A maximum of three (3) contracts will be awarded as a result of this solicitation. Each contract is for a base year and four (4) one-year option periods. The total maximum value for the GCC-MAC is $1 billion, includes all contracts awarded. The minimum guarantee for each contract is $100,000 over the life of the contract. Future Task Orders will be competed among the awarded contractors. The work includes providing the supervision, equipment, materials, labor, travel and all means necessary to provide the Navy, the Navy on behalf of DOD, and the Navy on behalf of other Federal agencies when authorized, an immediate response for civilian construction contract capability. The construction and related engineering and services would be in response to natural disasters, humanitarian assistance, conflict, or projects with similar characteristics. This includes occasional projects to ensure readiness to perform under emergency situations. The scope includes the capability to provide general mobilization services (embarkation) for personnel, equipment and material in support of Naval Construction Forces (NCF) mobilization efforts and similar mobilization efforts. The work also includes the capability to set up and operate Material Liaison Office (MLO) at a deployed site in support of NCF operations. The Contractors may be tasked to participate in military exercises. Work will be predominately construction. The Contractors, on a limited basis and incidental to the construction effort, may be required to provide Base Operating Support (BOS) Services. These services are primarily anticipated in support of facilities overseas, but may also be ordered for work in the United States in support of disaster recovery efforts and other contingency operations. This solicitation will be a best value source selection procurement requiring both technical and cost proposals. Award of the contracts shall be made to the responsible offerors whose proposals, conforming to the solicitation, represents the best value to the Government, cost and technical factors considered. The technical evaluation factors are as follows: Factor 1 – Corporate Experience; Factor 2 – Past Performance; Factor 3 – Emergency Response Plan; Factor 4 – Management Approach; Factor 5 – Support of the Small Business Program. The Government may award the contracts without conducting discussions; therefore, the Offerors initial proposals shall contain its best terms from a cost and technical standpoint. The Government reserves the right to enter into discussions if deemed necessary to obtain the best value for the Government. The solicitation will be issued on approximately 24 February 2006. The receipt date of proposals is approximately 7 April 2006. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet.
