Description
This notice serves as Amendment No. 2 to BAA06-25. DARPA is announcing that DARPA BAA 06-25 Micro Isotope Power Sources remains open until March 13, 2007. Concurrent with publication of this notice, DARPA is publishing a revised Proposer?s Information Pamphlet (PIP). Proposers are requested to use the revised PIP for all future submissions. September 12, 2006 at 4:00 Eastern Time is hereby established as a second deadline for submission of proposals. Proposers are required to submit proposals by this time to be considered in the second round of evaluations; however, proposals received before or after this deadline may be received and evaluated up to one year from the initial date of posting on FedBizOpps and Grants.gov. Proposals should be submitted in the manner outlined in the initial BAA, and in the format outlined in the revised PIP. Proposers who submitted proposals that were not selected during the first round of evaluation may submit new or amended proposals. It is suggested that these proposers request an informal debrief from the Program Manager prior to submitting a new or amended proposal. DARPA does intend to make awards based upon proposals submitted during the first round of evaluations. However, DARPA found that the majority of the proposals submitted during the first round were deficient in that (1) they did not provide a path to achieve the program metrics, and/or (2) they outlined a period of performance that was too long. DARPA is targeting a period of performance substantially less than 24 months. The BAA is hereby amended to include schedule and period of performance as the sixth selection criterion.
