- The Internal Revenue Service (IRS) intends to negotiate on a sole source basis with Alliant Techsystems, Inc., Lewiston, Idaho for an Indefinite Delivery Type/Indefinite Quantity Contract for a base period and four option periods of one year each for the purchase of ammunition in an amount not to exceed 3,100,000 rounds annually of Speer Cal. .40 S&W 165 grain Gold Dot Hollow Point cartridges, Speer Part No. 53947, including the corresponding training rounds. The proposed contract will also include the purchase of 12 gauge shotgun shells including training loads in an amount not to exceed 300,000 rounds annually. As of this date the IRS?s standardized duty pistol ammunition is the above stated cartridge, which is available only from Alliant Techsystem, Inc. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by September 1, 2006 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Requests to be considered must include a full capability statement and must be received no later than Friday, September 1, 2006 at 12 pm PST. **Questions must be emailed to Kathleen Spinetti at Kathleen.M.Spinetti@irs.gov or Marc Feinberg at Marc.Feinberg@irs.gov not later than Friday, September 1, 2006 at 12 pm PST. Questions received by fax or telephone will not be accepted or acknowledged. The Government anticipates an award date on or about Friday, September 29, 2006. The Government will not be responsible for any costs in preparation of responses to this announcement.
