Description
This is a presolicitation notice for a best value solicitation for the Structured Operational and Integrated Test and Evaluation Service Support for Programs in support of Commander, Operational Test and Evaluation Force (COMOPTEVFOR). The contractor shall provide all personnel, management, and other items and services necessary for the procurement of independent research, technical, and analytical support in the definition, conduct and analysis of structured operational and integrated test and evaluation (OT&E) of US Navy systems as required by the Commander, Operational Test and Evaluation Force (COMOPTEVFOR). This support will be required in one or more of the following forms: Documentation Review, Test Planning Support, Test Analysis and Reporting, Test Operations Support, Modeling and Simulation Support, and Program Management Support. A minimum security clearance of Secret is required for personnel supporting this contract. Personnel should be eligible for Top Secret clearance. The Government intends to make multiple awards in this procurement. The Government anticipates the award of four (4) contracts. However, the Government reserves the right to award more or less than four contracts based upon an assessment of what best serves the interests of the Government. The duration of the contract (s) is one (1) year from the date of contract award with four (4) one year option periods. The Government will guarantee an award amount of $1,000 to each successful offeror over the full term of the contract to include option years. The resulting solicitation and all applicable documents will be available in electronic format only. The Contracting Officer plans to post the solicitation in August 2006. The North American Industry Classification System (NAICS) Code for this procurement is 541690 with a Size Standard of $6.5 million. This procurement will be issued under full and open competitive procedures. In accordance with FAR 52.204-7 Central Contractor Registration (Oct 2003) offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
