- In support of the AN/AQS-22 Airborne Low Frequency Sonar (ALFS) Program, the Naval Air Systems Command (NAVAIR) has a requirement for the procurement of approximately fifty (50) cable cutter assemblies (P/N 301204-1). This is a notice of intent to request a quotation and negotiate with Cartridge Actuated Devices INC. (CAD), 51 Dwight Place, Fairfield, NJ 07004 on an other than full and open competitive basis. The Government intends to negotiate on a sole source basis with CAD to procure cable cutter assemblies to be used in support of the AN/AQS-22 ALFS program and more specifically the ALFS reeling machine. Thales Underwater Systems is the original equipment manufacturer (OEM) of the ALFS reeling machine. The CAD cable cutter assembly (P/N 301204-1) is the only known product that is qualified and tested to meet NAVAIR?s requirement, and the estimated timeframe to qualify/test a new source is approximately one (1) year. The applicable NAICS code is 332999 with a small business size standard of 500 employees, and the applicable FSC code is 5995. The proposed action will be a Firm Fixed Price (FFP) purchase order utilizing simplified acquisition procedures per FAR part 13. Order award is anticipated to be 30 days after this synopsis date.
