THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AND THE TEST PROGRAM OUTLINED IN FAR 13.5, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT IS THE ONLY SOLICITATION; REFERENCES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE SOLICITATION NUMBER IS Q2655060016 AND IS BEING ISSUED UNDER FAR PART 13 AS A REQUEST FOR QUOTE. THIS IS A 100% SMALL BUSINESS SET-ASIDE. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) FOR THIS PROCUREMENT IS 485510. THE AWARD WILL BE A FIRM-FIXED PRICE CONTRACT FOR THE BASE PERIOD (12 MONTHS) AND FOUR (4) OPTION PERIODS. THE CONTRACTOR SHALL PROVIDE ALL THE MATERIALS, TOOLS, LABOR, PARTS, AND TRANSPORTATION FOR THE REQUIRED SERVICES IN THE ATTACHED STATEMENT OF WORK FOR THE MONTHLY FIRM-FIXED PRICE AMOUNT PROVIDED IN RESPONSE TO THIS RFQ. PLACE OF PERFORMANCE WILL BE IN ARIZONA. (SEE BUS SCHEDULE CONTAINED IN THE SOW). THE FOLLOWING FAR PROVISIONS AND CLAUSES ARE APPLICABLE TO THIS ACQUISITION: FAR 52.212-01, INSTRUCTIONS TO OFFERORS-COMMERICIAL ITEMS, FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS;THE FOLLOWING FACTORS SHALL BE USED TO EVALUATE OFFERS: 1) TECHNICAL CAPABILITY I.E., VEHICLES ADEQUACY, SAFETY AND OPERATIONS (SEE BELOW SECTION PART I AND II PROPOSALS); 2) PAST PERFORMANCE; AND 3) PRICE. Scope of Work Transport NPS Fundamentals II Participants Parts I & II Part I: Transportation from Phoenix Sky Harbor Airport, Phoenix, Arizona to Albright Training Center, Grand Canyon, Arizona and Return Background The Horace M. Albright Training Center, located on the south rim of the Grand Canyon, offers introductory training to approximately 700 new employees annually. A total of twenty-four (24) courses have been scheduled between October 16, 2006 and August 10, 2007. Up to fifty-six (56) trainees are on site during a training cycle (i.e., two (2) courses that run concurrently). Participants fly into Phoenix Sky Harbor Airport and are transported to the Albright Training Center, returning to Phoenix Sky Harbor Airport two (2) weeks later. Currently, participants pick up rental vans at the airport and carpool to the Center, reversing the process once the class has ended. This practice is not cost-effective. This practice also puts employees at risk, as participants are already weary when they begin their four-hour drive to the Canyon, and may lack experience in driving larger vehicles or dealing with inclement weather typical of the Southwest (e.g., dust storms, monsoons, snow and ice). Purpose This scope of work requests quotations for transporting participants from the Phoenix Sky Harbor Airport to the Albright Training Center, Grand Canyon, and return, for up to twenty-four (24) courses. Due to fiscal constraints, the course schedule may be reduced with minimal notice. The Contractor shall be notified no less than three (3) days prior to the beginning of the scheduled course. Special Notes In effect, this contract allows the Albright Training Center to arrange transport on a class by class basis. The Contractor should note, however, that the NPS has offered NO LESS THAN approximately seventeen (17) courses per year for the past three (3) years, and does expect to run a full 24-course schedule in the base year. Specifications 1) The schedule shall provide for two (2) pickup times at the airport, one at 1:00 p.m. and one at 4:00 p.m. Pickups shall be made at each of the four Sky Harbor terminals. For the return trip from the Albright Training Center to the Phoenix Sky Harbor Airport, the Contractor shall schedule two pickup times at the Albright Training Center, one at 5:00 a.m. and one at 7:00 a.m. There is only one pick-up point at the Center. 4) A number of participants drive private vehicles to Albright, reducing the number of participants needing transportation from the Contractor. The NPS shall supply an approximate number of riders three (3) days prior to the pick-up day. 5) Buses (or vans) shall accommodate participants and their luggage. Vehicles shall stop twice northbound and twice southbound. Each stop shall last 15 minutes, and occur at the Interstate rest stop on I-40 between Flagstaff and Williams, and at the Interstate rest area on I-17 north of Phoenix. 6) The Contractor shall provide a point of contact and a contact number on travel days, including direct contact with the driver(s), to the Contracting Officer Representative (COR). This will enable the NPS to keep drivers informed of late arrivals and/or cancellations who will not need to be picked up. NPS Role and Responsibilities 1) The COR shall provide the Contractor a list of riders three (3) days in advance of the pick-up date. 2) The COR shall notify the Contractor no later than three (3) days ahead of the pick-up date in case of cancellation. 3) The COR shall provide a point of contact to the Contractor. This individual shall be stationed at the following address: Horace M. Albright Training Center #1 Albright Ave. P.O. Box 477 Grand Canyon, AZ 86023 Part II: Two-day Field Trip Transportation Background The Horace M. Albright Training Center, located on the south rim of the Grand Canyon, offers introductory training to approximately 700 new employees annually. Up to fifty-six (56) trainees are on site during a training cycle (i.e., two (2) courses that run concurrently). Each course includes a two-day field trip. Field trips generally visit sites in the Flagstaff area, but may also range farther south. Currently, participants convoy in rental vans. Possible complications include getting lost, experiencing mechanical failure, and delays due to traffic or weather. This practice is not cost-effective. It also puts employees at risk, as drivers may lack experience in driving larger vehicles or dealing with inclement weather typical of the Southwest (e.g., dust storms, monsoons, snow and ice). Purpose This scope of work requests quotations for transporting participants from the Albright Training Center to designated points over the course of two (2) days, and returning them to the Center. Field trips leave the Center around 8:00 a.m.; participants should be dropped off the following day at the Training Center at 4:00 p.m. It should be noted that due to fiscal constraints, the course schedule may be reduced with minimal notice. Specifications 1) Buses (or vans) shall accommodate participants and their luggage. 2) The Contractor shall provide a point of contact and a contact number on travel days, including direct contact with the driver(s), to the COR. Special Notes Curriculum changes occur approximately once each year. In the past, such changes have included a shift in the timing of the field trips within the course schedule (i.e., from Thursday-Friday to Monday-Tuesday). If such a change is contemplated, the Contractor shall be notified well in advance. The current schedule falls on Monday-Tuesday of the second week of the course. Contracting Officer Representative The COR is the Contractor's primary contact during the performance of the contract. The COR will be identified by appointment letter upon award of this contract. Vehicle Requirements The vehicle(s) provided shall be dependable, in good working condition as applicable, and capable of accommodating all participants and their luggage. All vehicles used by the Contractor must be appropriately registered, licensed and insured as required by Federal, State and Local Government for the type of service to be performed. Driver Requirements A driver shall be assigned to the route and shall be licensed to operate a vehicle of this type specified herein in the state of Arizona. At all times during the performance of the contract and until completion of the performance period, the Contractor shall provide a driver who is competent, safe, and dependable. Downtime When any vehicle regularly used in the performance of this contract is out of service for any reason, the vehicle shall be replaced by the Contractor with a vehicle of the same or similar specifications as the inoperable vehicle. Inoperative vehicles shall be replaced by the Contractor within a reasonable amount of time. The vehicle will not be considered back in service until the Contractor officially notifies the COR. If the Contractor fails to repair or replace the inoperative vehicle, the NPS, at its option, may elect to secure a replacement vehicle from other sources, without regard or consideration of the reasons that caused the downtime. The Contractor will be assessed the cost incurred by the NPS in securing the replacement vehicle. The Contractor shall notify the COR by telephone of any breakdown and the estimated time in which a replacement vehicle will arrive. Period of Performance The period of performance of this contract is for a base year with four (4) one-year options for renewal. Part I Proposals 1) Price quotes for Part I shall be based on two (2) round-trips per course. There are approximately two (2) courses per month. The current (pending) course schedule is attached. 2) Offerors shall provide a price quote on each individual course (see base period schedule) for the base period. Offerors shall provide a price quote on twelve individual courses for the option periods. Price quotes shall reflect a separate price quote for using full-capacity buses and for using smaller vehicles (e.g., vans) when fewer riders are expected. 3) Offerors shall propose a schedule for the terminal pickups, and designate a pickup location in their quote. 4) The option periods' schedule is equivalent to that reflected in the base year. Part II Proposals 1) Price quotes for Part II shall be based on one round-trip per course. There are approximately two (2) courses per month. The current (pending) course schedule is attached. 2) Offerors shall provide a price quote on each individual course. Price quotes shall specify how lodging and meal costs for the driver shall be paid. 3) Two (2) quotes shall be submitted: one for itinerary #1 (Grand Canyon to Flagstaff area and return); and one for itinerary #2 (Grand Canyon to south of Flagstaff and return). Stops listed may last from 5 minutes to several hours. Sample itinerary #1: Day one: Albright Training Center, Desert View (inside Grand Canyon National Park), Cameron Trading Post, Wupatki National Monument, Sunset Crater National Monument, Lodging in Flagstaff. Day two: Meteor Crater, Arizona Snow Bowl, Albright Training Center. Stops for lunch may vary. Sample itinerary #2: Day one: Albright Training Center, rest stop in Flagstaff, Montezuma Castle National Monument (Camp Verde), Tuzigoot National Monument (Camp Verde), overnight in Cottonwood; Day two: Dead Horse Ranch State Park (Cottonwood), Jerome State Historic Park (Jerome), Albright Training Center (includes rest stop en route). 4) Quotes shall specify how lodging and meal costs for the driver will be paid. 5) The option periods' schedule is equivalent to that reflected in the base year. Part I & II Proposals 1) Offeror shall provide proof of valid, current insurance coverage for any vehicle which might be used. 2) Offeror shall confirm that all vehicles to be used have passed a complete mechanical inspection within the previous 12 months. 3) Offeror shall list current USDOT safety rating, if rated. 4) Offeror shall confirm that all drivers to be used posses valid, current "commercial driver's licenses" or "CDLs". 5) Offeror shall list any affiliations with state or national professional associations or emergency aid organizations which might be expected to assist in the case of a mechanical breakdown or other complication.
