Description
This project is a US Army Corps of Engineers National Pilot Project using the new MILCON Transformation methodology. The project consists of the complete design and the construction of Battalion Headquarters for an Aviation Brigade at Ft. Campbell, KY, complete with associated utilities, storm drainage, communications, electric, HVAC, fire protection, paving, walks, curbs & gutters, access drives, exterior lighting, site protection, paving, walks, curbs & gutters, access drives, exterior lighting, si te improvements and landscaping. The project is intended to be similar both functionally and thenically to office facilities in the private sector community surrounding the Installation. The solicitation is a Design/Build Best Value solicitation process. This process requires potential offerors to submit their information for consideration by the Government. Cost information will not be rated, however, cost will be considered. All evaluation factors, other than cost or price when combined are considere d significantly more important that the cost or price in relative importance. The proposal process consists of Design Technical (Building Functional and Aesthetics, Quality of Building Systems and Materials, Site Design, and Sustainability Requirements), Performance Capability (Specialized Experience, Past Performance, Proposed Contract Duration and Preliminary Schedule, Key Project Personnel Capabilities and Experience), Price and Pro-Forma Information (Pre-Award Information and Subcontracting Plan). the estimated price range for this project is $1,000,000.00 to $5,000,000.00. NAICS Code is 236220. Size Standard is $31.0 Million. Solicitation will be issued on or about 25 August 2006 and proposals are due on 27 September 2006 at 4:00 PM Louisville Loca l Time.
