- ***Quantity update (9 AUG 06)*** FA8620-06-G-4041 0002 Predator A, MQ-1, Multisensor Targeting System ? A (MTS-A) full rate production: This is a pre-solicitation synopsis. The Aeronautical Systems Center (ASC), 658th Aeronautical Systems Squadron (658 AESS) intends to award a contract on a sole source basis to Raytheon - McKinney for Fiscal Years (FY) 06 and 07 MTS-A production efforts. This notice of intent is not a request for competitive proposals. The FY06 MTS-A production effort will include a quantity of twenty-five (25) MTS-A and 3 retrofits. The FY07 MQ-1 Production effort will include a quantity of twenty-four (24) MTS-A with an option for up to 41 additional MTS-A. Both of the FY06 and FY07 efforts will include associated initial spares MTS-As. Raytheon - McKinney is the sole designer, developer, and manufacturer of the Predator system, and is the only firm that possesses the necessary knowledge, experience and technical data required to perform these efforts. The government does not own the data rights for the system; therefore, to avoid duplication costs, the government intends to award the effort pursuant to the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1.
