Description
The Surface Transportation Board (STB) and the Federal Railroad Administration (FRA), has a requirement to acquire contractor support services to build a complete, accurate and confidential Master Waybill File and Public Use File. The requirement consists of two Phases. In phase one, the contractor shall collect and process waybill data from the railroads; draw the sample for certain railroads and edit and correct waybill data. The contractor shall provide this information to the Government on a quarterly basis so that the Government can monitor the data for errors and obtain resolution prior to the contractor completing phase one of Master Waybill File. In phase two, the contractor takes the Master Waybill File and computes the mileage for specific movements and makes additional modifications to the waybill file so that it useable to the Government and other users. The waybill processing cycle covers a 15-month period. The 2007 waybill sample processing cycle starts January 1, 2007 and ends May 31, 2008. This cycle covers those movements entered into the railroad?s accounting system on or before December 31, 2006 and that has not been reported in a previous waybill sample. Movements that fall within this period are included as long as they terminate and are reported by the railroad by December 31, 2007. Subsequent option years start on January 1 and end 15 months later on May 31. For three months of each year the contractor will be working on two different waybill sample years. The contract period shall extend approximately three months beyond the end of each processing cycle, and will end with the delivery and acceptance by the Government of the Public Use Waybill File. The contract period of performance will be for 45 months, which consist of a 15 months base period with two consecutive 15 months option periods. The contract type is anticipated to be Firm-Fixed-Price (FFP) with the potential for multiple awards. FRA will accept, review and evaluate proposals that provide services for Phase I and/or Phase II. The solicitation for this proposed contract will be available to interested parties via the internet at www.FEDBIZOPS.gov. No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the internet site for release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions. This is an unrestricted solicitation, and all responsible sources may submit a proposal that will be considered by the agency. However, to ensure impartiality and avoidance of any potential conflict of interest, any respondent (either as an entity or an officer of an entity) intending to perform these services shall demonstrate that it has no dealings with entities that have a conflicting relationship with railroads. It is estimated that the solicitation will be posted by September 21, 2006. Perspective offerors are to submit questions they may have in writing only via email to Gerald.Rhymes@dot.gov no later than August 31, 2006. The government will not be responsible for any failed transmission or receipt of email correspondence.
