Description
The National Institutes of Health (NIH) intends to negotiate on a sole source basis with MS. Barbara Levy, 14809 Soft Wind Drive North Potomac, MD 20878, For a modification to Purchase Order 263-MD-605508 for a six-month continuation of the service being provided for the Division of Acquisition Planning and Evaluation (DAPE). Ms Levy is the only known source capable of providing the required services because of her involvement in this project over the past months. Further, inherent duplication of cost to the Government would be time and cost prohibiting. Due to understaffing, DAPE has been given more responsibilities, resulting in an increased workload. During FY2006 and FY2007, the Balanced Scorecard Initiative will require that DAPE conduct Procurement Management Reviews of three Offices of Acquisition as well as participate in the analysis and recommendation of corrective actions based on the results of surveys for each of the newly established Offices of Acquisition under the administrative restructuring program (ARAC). As a result of the increased workload and the concurrent understaffing of DAPE, several of its activities that are vital to the Director, OAMP in her capacity as Head of the Contracting Activity, as well as activities that would benefit the NIH contracting community, have not been able to be completed or have not been completed in a timely fashion. Many of these activities are not inherently governmental and could therefore be performed under a contractual arrangement. These activities are both of a day-to-day nature as well as special projects requiring quick response. The demands of the staff of DAPE allow little time for orienting and training a consultant in the work that will be needed. There will be little opportunity to give detailed instruction on how to carry out the work, what contacts will be available, needed, or appropriate, what sources can be used to research issues, etc. The consultant must have sufficient knowledge of the work that DAPE carries out in order to function as independently as possible. Based on Ms Levy's 16 plus years as a procurement analyst on DAPE she has the skills and knowledge necessary so that orientation and training are not needed. Statement of Work: The DAPE has a need for a contractor to provide expert knowledge of the Division and the skills and abilities to complete several projects that are integral part of the mission of the DAPE. These projects include, but are not limited to: Provide advice on the Procurement Management Reviews. Prepare checklists for various types of acquisitions as a tool for the DAPE staff in their roles s members of the NIH Board of Contract Awards. These checklists may also be used in another standardization effort for HHS. Review existing Instruction and Information Memoranda (I&Is) and recommend which ones should be converted to NIH Manual Chapters and which should be permanently rescinded. Review the current Acquisition Map and make recommendations for updating it in light of the new organizational structure. Provide advice and assistance on updating the JOFOC Desk Guide. Participate in any special subject reviews as required. Prepare the annual report on common issues found in the Board of Awards minutes, as well as recommend corrective actions on serious deficiencies. Period of Performance: Extended through February 28, 2007. The estimated number of hours per week is variable but is projected that approximately 2 days per week will be required for a total of approximately 300 hours. The estimate of hours may be reevaluated as necessary, as tasks arise. Miscellaneous: The Government will provide the necessary supplies and materials, and will provide work space, computer, and other items needed to perform the work on-site as necessary. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Cocerns that respond to this synopsis shall furnish cocise responses directed specifically to the requirements mentioned above and are invited to submit proposal and/or capability statements in an Original Plus Two no later than ten (10) business days from the date of this announcement, August 9, 2006 due in COB August 21, 2006. Written responses shall include complete description of the services to be provided, containing sufficient technical information to permit agency analysis to establish a bona fide capability to meet the stated requirements as listed above.
