- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) intends to negotiate and award a purchase order on a sole source basis to the American Society for Dell Biology, 8120 Woodmont Avenue, Bethesda, Md., 20814, to provide support for the 46th Annual Meeting of the American Society for Cell Biology Keynote Symposium held on December 9 through 13, 2006 in San Diego, California. The sole source determination is based on the fact that The American Society for Cell Biology is the coordinator of the Annual Meeting and has invited NHLBI to take part in this major event, which is the world?s most important gathering of cell biologists. There are no other sources available to conduct this conference. Therefore, a competitive acquisition would not lead to an award to any other source. The Government intends to award within fifteen (15) days from the publication date of this synopsis or August 24, 2006, whichever is later. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541990 with size standard of $6.5M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to complete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
