Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to News of Group, Inc., 23316 Redmond Falls City Road, Suite 594, Redmond, WA 98053-8376. This purchase is to plan, construct, deliver and oversee the technical functions of an online community of practice tools. This is to be accomplished by tailoring an existing set of online collaboration tools to the needs of the ECIB in order to produce a fully operational online community of learners project (COLP). This will include, and is not limited to overall concept development of the community, production of the website for the community, assistance with seeding content and members, graphic design, and securing web server space and a website URL ending in ?.gov?. The contractor will also be responsible for federal website guideline compliance as indicated in the Scope of Work document. The specific tasks involved will be: review and evaluate with ECIB all aspects of the online community toolset for tailoring to ECIB needs; establish a work plan for completing project by October 2006 including strategies to seed the community, supply user-valuable information and exchange opportunities, and seed the COLP library; produce working COLP with content manager that enables ECIB to make text, information, and image changes to the website at anytime and remotely without use of programmers; ensure COLP supports NIH privacy and website policies for data collection, questionnaires, Section 508 access, .gov URL and federal website designations, does not use persistent cookies, and follows similar federal guidelines detailed in the Scope of Work document; ensure the COLP includes ability to add new groups of members to the community website in the future, as detailed in the Scope of Work; ensure the COLP functions as a contract database for NHGRI to contact all members and groups of members by geographic location, grade level teaching, NHGRI courses attended, etc as described in the sow; ensure the COLP includes unrestricted use of the Healia search mechanism (Healia.com) and that the use of the engine is not subject to renewal fees or limited aspect of use by NHGRI; communicate with ECIB on a bi-weekly basis as to project status; provide for ECIB review of the website and for changes that are required and determined in the review phase; provide ability to generate website statistics on usage patterns, non-functioning pages, and similar review parameters which result from initial review of online toolset with ECIB; provide eight (8) hours of programmer time for maintenance and ECIB changes per month for the first year of operation. The sole source determination is based upon the fact that News of Group is a recognized leader in design, individualization, and production of online communities of practice tools. In 2005 they successfully developed a similar product for the National Cancer Institute of NIH. Utilizing this model and tailoring it to fit the unique and specific needs of the COLP of NHGRI will be not only efficient but also cost effective. The existing model already contains strict federal content, coding, design, and operational guidelines unique to NIH, thus providing a valuable federal resource. An award to any other source would affect the Institutes anticipated outcome and would not provide any cost savings to the Government. The evaluation criteria that will be utilized to review the response submitted in response to this solicitation will be as follows: 1) understanding of the technical requirements and adequacy of the proposed approach; 2) qualifications of personnel; and 3) past performance. The North American Industry Classification (NAICS) Code is 541511 and the Size Standard is $23.0M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
