- The Bureau of Land Management (BLM) has a requirement for the Fremont County Stewardship Project, encompassing hazardous fuels management services in Colorado to accomplish the following: The project area encompasses all lands managed by the Royal Gorge Resource Area of the BLM with in 50 miles Canon City, Colorado. It is anticipated that the Government will issue a five-year indefinite-delivery, indefinite-quantity contract for the work specified. The intent of this contract is to treat 1,500 acres over 5 years by treating approximately 300 acres per year. The amount of work offered per year will depend upon availability of Government funding for the project and could be less than 300 acres per year. The minimum quantity to be treated over the life of the contract (Base Year and four one year options) is 299 acres during the first year of the contract. The Bureau of Land Management (BLM) is accepting proposals for this Stewardship project for density management, fuels hazard reduction, promotion of biomass utilization, commercial forest product removal and road maintenance to facilitate forest product removal. The purpose of this requirement is to: Improve forest health by reducing stand densities and reducing hazardous fuel loads; Reduce the risk of high intensity wildland fire to life, property, and natural resources on lands managed by the Royal Gorge Resource Area; Improve water quality by maintaining roads; Improve wildlife habitat by increasing the availability of forage of native vegetation; Reduce open road densities where feasible; Improve rangeland health by reducing tree densities; Improve utilization of biomass and low value forest products. Note: All merchantable material to be removed will be purchased from the Government and paid for at the total offer values shown through either application of Conservation Credits earned or cash deposit. The contractor shall develop and submit a Treatment Plan and Schedule to accomplish the project objectives and organize and direct all of the equipment and personnel needed to fully accomplish the work. The Treatment Plan and Schedule will be agreed upon by both parties and incorporated into the contract. All changes to the Treatment Plan will be agreed to prior to the changes taking effect. The period of performance will begin on or about October 1, 2006. This requirement is 100% set aside for small businesses under NAICS 115310. This solicitation will be available on or about August 9, 2006. A site visit has been scheduled for August 15, 2006 at 9:00 A.M. Participants will meet at the Bureau of Land Management (BLM) Royal Gorge Field Office, 3170 E. Main St., Canon City, CO. Potential offerors are to provide their own transportation at no cost to the Government. The Government assumes no liability on behalf of offerors attending the site visit. Offerors intending to attend the site visit tour shall contact Ken Reed at (719) 269-8576 at least 48 hours before the scheduled site visit and advise him of the firm's name and number of persons that will attend. Potential offerors may obtain a copy of the solicitation at http://www.fbo.gov or http://ideasec.nbc.gov. No hard copies of the solicitation will be provided.
