Description
The DRAFT Scope of Work for the maintenance required is attached below. Preventive and Corrective Maintenance Service Scope of Work for Compressed Natural Gas (CNG) Service Facility, Aberdeen Area of Aberdeen Proving Ground (APG), Maryland (DRAFT) 1. Background The compressed natural gas facility located at Aberdeen Proving Ground has been in operation since 1995. The facility is utilized by approximately 80 single fuel facility maintenance vehicles and dual fuel all purpose pick-up trucks and cars. In FY2005, 10 ,251 gallons of compressed natural gas was dispensed from the facility. 2. Scope of Work a. The contractor shall provide preventive and corrective maintenance services for CNG Service Facility at the Aberdeen Area of APG, Maryland in accordance with the following: i. Perform routine preventive maintenance on a predetermined frequency based on the equipment manufacturers recommendations, applicable code requirements, and attached schedule sheet. The attached preventive maintenance schedule identifies the specific ma intenance and frequency to be performed by the contractor. ii. Conduct remote monitoring twice weekly during normal work hours. If problems are observed during remote monitoring, the Contractor shall remotely secure the unit in trouble and notify the Contracting Officers Representative (COR) of the problem. iii. Maintain the CNG facility by corrective repair response capability. The Contractor shall respond within the next business day after APGs call for repair (excluding weekends & holidays) for corrective maintenance. Direct labor hours toward the effort shall begin when the Contractor reaches the gate at APG. iv. Notify the Government COR (Contracting Officers Representative), or the Government ACOR (Alternate Contracting Officers Representative) 24 hours in advance before performing routine maintenance work whenever possible. Emergency situations may prevent the Contractor from meeting the 24 hour notification. In such cases, the Contractor shall provide as much advance notice as is reasonable under the circumstances. 3. Accounting for Contract Services (March 2005: The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://contractormanpower.army.pentagon.mil. The required information includes: a. Contracting Office, Contracting Officer, Contracting Officers Technical Representative; b. Contract number, including task and delivery order number; c. Beginning and ending dates covered by reporting period. d. Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; e. Estimated direct labor hours (including subcontractors); f. Estimated direct labor dollars paid this reporting period (including subcontractors); g. Total payments (including subcontractors) h. Predominate Federal Service Code (FSC) reflecting services provided by contractor (and predominate FSC for each subcontractor if different); i. Estimated data collection cost; j. Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); k. Locations where the contractor and subcontractor performed the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); l. Presence of deployment or contingency contract language; and m. Number of contractor and subcontractor employees deployed in theater this reporting period (by country) . As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each govern ment fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure web site without the need for separate data en tries for each required data element at the web site.
