Description
Particle Image Velocimitry (PIV) System Laser and Light Sheet. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA8601-06-T-0146 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-10. This acquisition is 100% set aside for small business. The associated NAICS is 334519. The size standard is 500 employees. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). This RFQ has one (1) line item. In accordance with FAR Clause 52.211-6, quotes are being solicited on a BRAND NAME OR EQUAL BASIS. Line Item 0001: One (1) each Dantec Dynamics Stereo Particle Image Velocimetry (PIV) Laser Sheet System Upgrade (or equal) The components of the PIV System Laser Sheet are: Solo PIV 200XT 532nm 15hz 200mJ (US exp. restriction may apply) Motorized optical attenuator for the Solo laser High-power long mirror arm and base for 532nm, including alignment tools Light weight bench including mounting accessories for fitting the New Wave Solo 120XT, 200XT or Pegasus lasers and 80X39 or 80X38 mirror arms. Light-sheet thickness adjuster Base Module for Laser arm including holder Large angle module Stereo Particle Image Velocimetry (PIV) System Laser and Light Sheet must meet or exceed the following minimum requirements: 1. A 200 mj frequency doubled Nd:YAG laser is required for large area and high velocity flow measurements. 2. The laser system must be dual cavity and include a motorized attenuator. The dual cavity feature is required for short interframe times down to at least 1 microsecond for hypersonic measurements. The attenuator is required to optimize the exposure as well as for laser safety purposes. 3. In order to direct the laser light sheet safely as well as being able to direct the measurement area correctly, a light guiding arm is required. The length must be at least 1.8 meters, must be able to handle the high energy 532 nm and short pulse duration (5 ns). The light arm must be compatible with the existing Dantec Dynamics optical system currently in use. 4. Special light sheet optics is required for the large scale area measurements in the planned experiments with the existing Dantec Dynamics Stereo PIV System. The light sheet optics must mount on both the existing PIV system as well as the High Power Light guiding arm 80X39. In addition a light sheet thickness adjustment as well as a large angle module is required. These also must be compatible with the existing Dantec Dynamics Stereo PIV system. Evaluation will be based on overall best value. Evaluation factors are technical, price, and delivery time. Responding contractors shall include quotations and descriptive literature with their response to allow the government to make a complete evaluation and appraisal of the offering with respect to the requirements set forth in this combined synopsis solicitation and the salient characteristics. The Contracting Officer will evaluate "equal" products on the basis of the evaluation factors listed in this solicitation and the information furnished by the quoter or identified in the quote and reasonably available to the Contracting Officer. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. Include manufacturer?s name, model number, and specifications in your quote. Unless the quoter clearly indicates in its offer that the product being offered is an "equal" product, the quoter shall provide the brand name product referenced in the solicitation. A copy of FAR Clause 52.212-3, Contractor Representations and Certifications-Commercial Items, must be completed and submitted with quotation.
