- This publication serves as a notice of intent to negotiate a sole source contract with Sound Ocean Systems, Inc. for refurbishment of previously purchased oceanographic monitoring stations. This procurement is conducted in accordance with the authority of 41 U.S.C. 253 (c)(1), only one responsible source. The Government requires maintenance and servicing of oceanographic monitoring stations utilized for coral reef ecosystem research such as Coral Reef Early Warning System (CREWS) buoys, Sea Surface Temperature (SST) buoys, Ocean Data Platforms, and affiliated hardware and software. Existing Government owned monitoring stations have been deployed for anywhere between 12 to 24 months at sites in the U.S. Pacific Islands and Atolls. Upon recovery of the monitoring stations by the Government, the contractor will service, upgrade, and refurbish the monitoring stations and appurtenances to a state of operational readiness. The Government intends to negotiate an IDIQ contract with firm fixed price task orders. The period of performance is expected to commence on or about September 21, 2006. The NAICS code for this procurement is 334516 with a corresponding size standard of 500 employees. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. All interested concerns must submit documentation in writing demonstrating their capability, qualifications, and experience to perform the necessary work to Stephanie Garnett, NOAA, WRAD, 1601 Kapiolani Blvd. Suite 1110, Honolulu, HI 96814 no later than August 25, 2006.
