Description

This acquisition shall be for a full and open solicitation for a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity Contract with one (1) base plus four (4) option years. This acquisition is being synopsized under the North American Industry Classification (NAICS) code 237310, STREET, HIGHWAY, and BRIDGE CONSTRUCTION which falls under the Small Business Competitiveness Demonstration Program. The Small Business Small Business size standard is $31 million. Work shall include, but is not limited to provision of all labor, supervision, materials, equipment, transportation, and all other incidentals required for a broad range of requirements that may include, but are not limited to, mil and overlay, paving, and maintenance of roads, parking, and airfields; to possibly include design and engineering services incidental to construction. The locations where work may be performed would be at the USAF Academy, located in Colorado Springs, Colorado; the Farish Recreation Area, located East of Woodland Park in Colorado; and the Bullseye Auxiliary Airfield located East of Colorado Springs off of Highway 94. A contract will be awarded to one (1) vendor as a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The magnitude is anticipated between $6,000,000.00 and $30,000,000.00 maximum for the life of the contract, with a minimum guarantee of $200,000.00 to be issued upon award of the contract. Individual task order projects will vary in size. The contract will be awarded using Price/Performance trade-off best value procedures. The solicitation will be issued via the FedBizOps at http://www.fedbizopps.gov/. No paper copies of the solicitation, specifications, plans, mailing lists or associated solicitation documents will be issued from this office. Telephone requests will not be accepted. All interested parties must register on the FedBizOps site in order to receive notification or changes and/or new postings to the solicitation. There will be no further pre-announcement of when the solicitation will be posted, however, the issuance date is anticipated on or around 17 Jul 2006 with a closing date 30 days after issuance. A site visit will be scheduled with 10 calendar days after posting the solicitation. All potential offerors are reminded that in accordance with DFARS 252.204-7004 all contractors are required to be registered with the Central Contractor Registration (CCR) database in order to conduct business with the DoD. Lack of registration in the CCR database will make an offeror ineligible for award.
