Description
NASA Headquarters, Office of Diversity and Equal Opportunity has a mandated requirement for independent external compliance reviews, regarding gender equity in science, technology, engineering and mathematics (STEM) programs, required under Title IX of the Education Amendments of 1972, and the current NASA authorization law (Pub. L. No. 109-155). The reviews consist in part of literature reviews of scholarly journals, media reports and court cases related to Title IX. It also involves identifying key individuals and focus groups to interview on matters concerning gender equity and preparing a report on best practices. Per FAR PART 6.302-1, NASA/HQ intends to purchase the services from Wellesley College, Wellesley Center for Women, which is the only source available that can perform the services within the scheduled timeframes. They possess a unique combination of expertise on issues of gender equity in education. They are recognized experts in the field of women's studies, and have the experience in conducting Title IX reviews required by NASA. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on August 17, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
