Description
The U.S. General Services Administration solicits sources for COTS software and information technology support services required by the GSA Public Buildings Service. If the results of this market survey indicate that there are at least 2 (two) or more potentially qualified sources that can support this requirement, the Government may consider the release of a competitive requirement. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). The purpose of this Request for Information (RFI) is to solicit information on IT services and support for commercial off-the-shelf software (COTS) that will provide a web-based, workflow tool for overtime utilities estimating. The Public Buildings Service is the largest public real estate organization in the country and a provider of workspace and workplace solutions to more than 100 federal agencies representing over a million federal civilian workers in 2,000 communities. This comprises over 1,600 government-owned buildings, or approximately 55 percent of GSA's total inventory. The remaining 45 percent is in privately owned leased facilities. All PBS assets (which include human capital, technological resources and physical assets) are deployed in two fundamental activities. The first is space acquisition through new construction or leasing. This is a project management activity that translates customer agency?s space needs into discrete requirements, marshals the resources necessary to fulfill the requirements and manages the execution of the project, resulting in the delivery of workspace. The second is the life cycle asset management of the acquired space. This includes the physical supervision of the buildings in the portfolio; fulfillment of contractual obligations to our customer agencies; ensuring continuation of operations cycle-asset management of the acquired space; ensuring continuity of operations; determining prudent investment in maintaining a property and ultimately, when and by what means an asset will be disposed of at the end of its useful life. Listed below are preliminary requirements that the Government desires in an application: Designed and coded in an open, interoperable architecture that is extensible for future requirements. Incorporates workflow to guide user(s) through process(es). Automatically generate emails to notify users of next step in process(es). Provide a tool for an overtime utilities estimate for the Fiscal Year. Provide the ability to integrate information with other web-based applications. Web-based solution must accommodate approximately 300 users. Automatically charge costs on a monthly basis. Provide the ability to pro-rate costs. Cross-check information for duplicate charges and will automatically flag duplicate charges. Use estimates to auto-populate forms. Archiving capability. Generate audit trails. Generate forms in both .html and .pdf form. Generate reports. Provide system and user administration. Enforce access privileges based on defined user roles. Validate user inputs against business rules. Generate forms in both .html and .pdf form. Generate reports.
