Description
The U.S. Marine Forces Reserve Regional Contracting Office, New Orleans LA is seeking offerors capable of rewriting Statements of Work (SOW) into Performance Base Work Statement (PBWS). This acquisition is being advertised as an 8(a) set aside under the Small Business Administration's 8(a) Program, all certified 8(a) small businesses may respond to this announcement. The applicable NAICS Code is 561410. Offers from concerns other than SDBs will not be considered. The initial contract is anticipated to be awarded 1 September 2006. The Government intends to award a Fixed Price/Indefinite delivery-indefinite quantity Contract. All eligible offerors shall provide a fixed price quote for all Contract Line Item Numbers, 0001 through 0038. Contractor to rewrite/revise Marine Forces Reserve current Statements of Work (SOWs) to reflect Performance Base Work Statement (PBWS) in accordance with FAR 37.601 and 37.602, copies of the SOW?s will be provided upon request via email only. See attachment for a listing of labor categories. See Note 4. Both a technical and price proposal must be submitted in accordance with the instructions set forth in this solicitation. Technical proposals will be evaluated on past performance and technical capability, which consist of two sub-factors: quality and experience. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, each initial offer should contain the offeror?s best terms from a price, past performance, and technical standpoint. However, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. The provisions at 52.212-1, Instructions to Offerors - Commercial apply to this acquisition. The provision at 52.212-2, Evaluation - Commercial Items, will be used. Evaluation factors include: Technical, Past Performance and Cost/Price, with non-cost/price factors outweighing cost/price. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications -Commercial Items must be included with all offers. As prescribed in 52.219-18, Notification of Competition Limited to Eligible 8(a) Concerns, 52.219-19 -- Small Business Concern Representation for the Small Business Competitiveness Demonstration Program and 52.219-20 -- Notice of Emerging Small Business Set-Aside apply to this acquisition, in competitive solicitations and contracts when the acquisition is accomplished using the procedures of 19.805. Award shall be made to the offeror whose offer represents the best value to the Government. Proposals must be received by 4:00 PM Central Standard Time on or before August 14, 2006
