Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotation numbered N00421-06-T-0229. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11, Defense Acquisition Circular 91-13 and DFARS Change Notice 1006711. The Atlantic Test Range of Naval Air Warfare Center Aircraft Division located at Patuxent River, Maryland has a requirement for Brand Name ?Ortel Corporation? 0.2-3.0 Ghz Fiberoptic Analog Transmission System. This requirement is being synopsized as a competitive, 100% small business set-aside acquisition under the North American Industry Classification System (NAICS) code 334220 and a small business size standard of 750 Employees. The specific requirement is as follows: 8 each, Ortel Model 10450A-020, 3 GHz Fiberoptic Receiver Plug-in, p/n ORT48200280, RX DC to 3 GHz FC/APC Bulkhead Connector; 6 each, Ortel Model 3540A-001-022, 5 GHz DFB Fiberoptic Transmitter, DC to 3 GHz, W/FC/APC Connector; 1 each, Ortel Model 10990A, 19? Rack Mount Chassis, p/n ORT99900010; 1 each, Ortel Model 10901A, Main Power Supply Plug-In, p/n ORT99900020; and 1 each, Ortel Model 10901B, Auxiliary Power Supply, p/n ORT99900030. The Atlantic Test Range already has equipment made by Ortel Corporation which supports other fiber optic links. Some of the existing equipment will be used for this link and the items being procured must be compatible with this equipment. The Ortel Coporation is the only source of equipment compatible with the existing equipment. The acquisition items are the only units found to be compatible in physical, electrical and optical requirements. Physical compatibility concerns the size and mounting characteristics of the transmitter and the plug-in modules used by the receiver chassis. Electrical compatibility concerns the power requirements of the transmitter conforming to the present power supply being used and the receiver plug-in modules data and power connections matching those supplied by the chassis already in use by the current system. The frequency range of the transmitter and receiver and input power range must be compatible with existing equipment being used by the system. Optical compatibility concerns the type of laser used by the fiber optic transmitter and the output power and spectrum of the transmitter. All of these capabilities are mandatory. The quotation shall include Free on Board (f.o.b) Destination shipping terms. Deliveries shall be to: Receiving Officer, 47179 Vaughn Road, Bldg. 665, Patuxent River MD 20670-1614. A firm-fixed price contract is anticipated. 52.212-1, Instructions to Offerors Commercial Items (Jan 2006) is incorporated by reference and applies to this acquisition. The provision at FAR 52.212-2, Evaluation?Commerical Items (Jan 1999) applies to this acquisition. The Government shall award in accordance with FAR part 13 on a lowest price ? technically acceptable basis. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. Each offeror shall include completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (Jun 2006), including Alt. 1 (Apr 2002) with its quote. FAR 52.212-4, Contract Terms and Conditions Commercial Items (Sep 2005) is incorporated by reference and applies to this acquisition.
