Description
SOURCES SOUGHT FOR SMALL BUSINESS: This announcement is for planning purposes only. It is intended to assist the National Park Service (NPS), Alaska Regional Office in preparation for this future procurement which includes the identification of qualified sources. The NPS has a requirement for Principle Investigator and Facilitator with professional capabilities, certification, relevant experience and education levels in the area of cultural and natural resources management and museum collection management (such as archeology, history, botany, physical sciences and museum studies and conversation. The project will involve preplanning, information gathering and analysis, organize and conduct Scope of Collection Statements (SOC) workshops for various national parks in Alaska. This project will require public involvement and facilitation. The work performed will be located at various sites within Alaska. The NAICS is 712110 (size standards $6.5mil). PROJECT INFORMATION: The contractor must have sufficient available staff, flexibility, and capability to perform tasks as needed. Work Program Phases and Descriptions: Phase One: Initial Planning. Establish the objectives of the project and to coordinate the project with the projected activities of the four park units, partners, repositories and museum consultants. Start Up Meeting: Project Goals, Schedule Review, etc. Prepare proposed project schedule, review and coordinate with partners and consultants. Meet with NPS representatives to review and develop scope and schedule. Establish team meeting dates and project milestones. Phase Two: Information Gathering and Analysis. Develop an understanding of the issues affecting the four museum programs and their SOCS. Gather information through interviews of key people, review of past documents, and on-site observations. (a) Understand Museum Program Mandates and SOCS. Interview staff and collect information. Outline existing museum collections and past emphasis or approaches, etc. Characterize capacity for growth of collections in current facilities. Develop ideas for potential future collections growth. Research and describe existing SOCS at other National Parks that might be appropriate for these four park units. Prepare summary memo describing existing SOCS and collections program and identify opportunities and constraints for the growth and care of collections. Memo will be in electronic format. Memos with color graphics or differing page sizes will require 5 hard copies for distribution. (b) Understand Audience of Users, Visitor needs, Researcher needs and access, Staff needs, Remote access, Context of the four museum collections within National Park, Prepare memo summarizing types of users of the museum and their needs. (c) Understand Collections, Working with staff, describe the nature and extent of existing collections, Describe significance of collections, and characterize past and future growth, Identify collection locations. Conduct an overview survey of the collection to determine the extent of the collection that might be used for museum display, archival display, research, or demonstrations. Identify opportunities for interpretation, research and exhibits. Record any known or suspected gaps in the collections, where they are not adequate to meet current/future needs. Identify and record any needs for media transfer or upgrades needed. Prepare summary memo describing the findings of the above tasks. Phase Three: Organize and Conduct SOCS Workshop. Identify selected experts, interpreters and staff to participate in workshop. Develop, distribute, and analyze workshop questionnaire. Distribute summary memos prepared in Phase 2 to all Vision Workshop attendees. Develop agenda and presentation graphics for the Workshop. SOCS Workshops: Conduct a one to two-day strategic planning workshop for each location: King Salmon and Port Alsworth. Anchorage-based NPS staff will attend either the King Salmon or the Port Alsworth workshop. Workshops will discuss and develop outline of SOCS approach for the museum. This will include definition of museum's goals and objectives. Avoid word smiting and specific language where possible, and concentrate on an outline of achievable 5-10 year objectives for direction of growth of collections and role of partners and repositories. Prepare memo summarizing the SOCS workshop and its findings, and outlining the SOCS for each of the parks. Draft memo will be reviewed by NPS staff. Phase Four: Prepare draft SOCS for the four park units. Develop the SOCS drafts for each of the four park units. The SOCS will establish current and future areas needs and directions for each museum discipline. REQUIREMENT: Interested parties are requested to submit to the Contracting Officer a capability statement that includes: (1) Name of firm, mailing address, point of contact's phone number, fax number, and email address; (2) Firm business size, (3) whether the firm is a small disadvantage business and/or woman-owned business, HUBZone, etc.; (4) a brief statement of experience/qualifications including the capacity (including LOE and dollar amount) of projects completed similar to the work outlined above.
