- The Bureau of Reclamation is pursuing A Justification and Approval citing 41 U.S.C. 253 (c ) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. MARVIN R. MURRAY is the proposed sole source contractor to provide services for a base year and up to four one-year option periods. Mr. Murray is the only source to provide professional engineering services associated with the mission of Program Development Division - Phoenix Area Office - due to his unique knowledge and experience with the Bureau of Reclamation water resource issues involving the Salt and Verde River watersheds. The work consists of assisting in the development and preparation of planning studies and programs by providing professional engineering services associated with technical assistance, collaboration and consultation, research, report writing, historic perspective, concept development for alternative formulation and planning services specific to the problem being investigated. The Contractor must physically be at the Phoenix Area Office an average of 16 hours a week. The North American Industry Classification System (NAICS) Code is 541330 and the Small Business size standard is $4M. This will be a Total Small Business Set-Aside. Interested parties may identify their interest and capability to respond to this sole source contract action, however, this notice of intent is not a request for competitive proposals. Responses must be received by Close of Business (COB) August 17, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Contracting Officer has determined that the authorities cited in FAR 6.301-1 provide the rationale for other than full and open competition. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. It is anticipated that this project will be awarded by September 20, 2006.
