- This proposed action will not have a solicitation since the acquisition method is Alpha Contracting. The proposed action is for a five-year, Cost-Plus-Fixed-Fee contract for depot and field level overhaul and repair (O&R) services, field maintenance support, and engineering services for the AN/USC-28(V) Satellite Communications Set (SCS), and Defense Sate llite Communications System (DSCS) Electronic Counter-Countermeasures Control Subsystem (DECS)-Central Component (CC)/DECS Remote Component (RC). All questions regarding this announcement are to be directed in writing, via email, to Contract Specialist, b rett.schwerin@us.army.mil. The SCS and DECS-CC/RC provide spread spectrum, jam resistant communications to high priority users of the DSCS. The proposed contract will enable the Government to obtain depot and field level Overhall and Repair services, field maintenance support and e ngineering services for the SCS and DECS-CC/RC to ensure this equipment is maintained in an operationally ready condition.
