Description
On behalf of the Department of Defense (DOD), the Force Protection Functional Capabilities Board (FP FCB) announces a Joint Integrated Air and Missile Defense (JIAMD) Industry Day for the purpose of identifying potential materiel approaches to mitiga ting present and foreseen Integrated Air and Missile Defense (IAMD) capability gaps. The JIAMD Industry Day is classified SECRET and will be held at the Lockheed Martin Corporation Auditorium, 4800 Bradford Drive, Huntsville, AL, on August 17 from 1300 to 1730, and on August 18 from 0800 to 1200. The Joint Requirements Oversight Council has approved the IAMD Joint Capabilities Document and directed three Functional Solutions Analyses (FSAs), as follows: FSA 1: Detection, Tracking, and Determination of Inte nt of Asymmetric (Irregular) Air and Cruise Missile Threats to the Homeland. FSA 2: Detection, Tracking, Engagement and Kill Assessment of Ballistic Missile Threats, to Include Those Equipped with Weapons of Mass Destruction. FSA 3: Active Air Defense Against Air and Cruise Missile Threats. Lead DOD Sponsor for FSA 1 is the USAF; lead for FSA 2 is the Navy and lead for FSA 3 is the Army. FSA 1 will also address capability gaps identified in the Homeland Air and Cruise Missile Defense of North America Joint Capabilities Document. In response to recommendations made in the Quadrennial Defense Review, the Defense Acquisition Executive, the Vice Chairman of the Joint Chiefs of Staff and the Director of Program Analysis and Evaluation are initiating the Concept Decision Experiment. Th is experiment will explore revisions to streamline the DOD acquisition process in part, by conducting a Concept Decision Review early in the process to consider requirements, acquisition, and programming for the identified joint warfighter capability gaps. This early decision point is expected to result in fewer program starts but greater stability for the programs that are started. Since IAMD has been selected as a pilot program for the Concept Decision Experiment, the planned FSAs will be merged with ot her analytical activities to produce an Evaluation of Alternatives (EoA). The JIAMD Industry Day is expected to support the emerging IAMD EoA. In advance of the JIAMD Industry Day events, it is anticipated that there will be two separate Requests for Inf ormation (RFI) released during the week of 1 August 2006. RFIs will be issued to request ideas for materiel or non-materiel solutions for the capability gaps assigned to FSAs 1 and 3. There will not be an RFI for the capability gaps assigned to FSA 2. Du ring the August 17 session, the Lead DOD Sponsors will present their respective Study Plans, to include discussion of the classified capability gaps assigned to their respective FSAs. Each briefing will be followed by a discussion and question & answer pe riod, to ensure respondents understand the intent of the RFI. Written questions may be submitted via a template to be provided at the Industry Day. On August 18, time will be provided for additional discussions and question & answer periods. Colombo, 703-692-5280. Industry Day attendance is limited to 250 individuals on a first come  first served basis. No one will be allowed entry without first submitting their clearance information AND then receiving return acknowledgement via e-mail that they have been accepted as an attendee. Interested parties must request a security clearance form via email to hugo.white@us.army.mil.
