Description
The 412 TW/AFFTC, Edwards Air Force Base, CA is seeking potential sources capable of providing two courses in regards to ?Theory of Constraints Training,? titled Deployment Expert and Technical Expert . REQUIREMENTS: Theory of Constraints ? Deployment Expert Course Number TOC-DE Duration: 10 days Total Hours: 80 Course Method: Classroom Description: TOC Project Management (TOCPM) consists of five key elements: project planning, project scheduling, multi-project synchronization, resource behaviors, and project control and decision impact visibility. These elements are implemented with the necessary logistical and cultural changes to improve reliability and reduce program lead times through more effective management of resources. In order to be successful with TOC PM, organizations must develop the internal expertise that is required to support and sustain an implementation. The first three levels of Internal Experts are: Technical Expert (TE), Deployment Expert (DE), and Master of Organizational Alignment (MOA). Deployment Expert training provides participants with the know-how for addressing implementation issues, customizing the generic solution, and for achieving buy-in within the organization. DE training is designed to enable people to become leaders in addressing the cultural elements of the solution. Participants in DE training learn more about the solution by constructing the cause-effect logic that demonstrates why the solution works so effectively. This creates a much deeper level of understanding and provides a solid basis for customization, tailoring the generic solution to the specific need of their organization, and for dealing with the many potential obstacles to successful implementation. Participants are also taught the rigorous TOC Buy-in process for securing the support and collaboration of people who will be critical to achieving overall success and are coached in the use of Avraham Y. Goldratt Institute training material that has been developed and tailored to address the unique needs of each key constituency (senior managers, functional/resource managers, and resources) within their organization. This two-week program is for those who will fulfill the role of Deployment Experts and has a pre-requisite of Technical Expert Training. Theory of Constraints ? Participants learn how to build project networks, create Critical Chain schedules by hand, understand the logic of synchronization and how it affects individual Critical Chain schedules, identify synchronizers, identify project priority, manage by buffers, and create budgets for Critical Chain schedules. Participants are introduced to key elements of the implementation process and the operational roles of people within the organization: senior managers, project managers, resource managers, resources, and the various internal Experts. This two-week program is designed for people who will fulfill the role of Technical Experts and is required as a pre-requisite for Deployment Experts training. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the ground color video compressor decoders, or equivalent, listed above. Firms responding to this notice must identify their company?s capabilities to perform the requirements described herein, reference the number and indicate whether or not that they are a small business concern as defined in FAR 52.219-1. The NAICS code is 61. The Small Business size standard is $6.5 million . The information received as a result of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in Aug 2006.
