Description
The VA Pittsburgh Healthcare System (VAPHS) intends to negotiate on a sole source basis with the Plexus Institute, P.O. Box 395, 42 South Main Street, Allentown, New Jersey 08501, to provide education services for the 2-day kickoff meeting of the Veterans Health Administration (VHA) Methicillin Resistant Staphylococcus Aureus (MRSA) Prevention Initiative August 17-18, 2006, at Pittsburgh, PA. The Plexus Institute's Positive Deviance Initiative (PDI) at Tufts University was formed in 2001 under the direction of Jerry Sternin. Positive Deviance (PD) is a development approach that is based on the premise that solutions to community problems already exist within the community. Jerry Sternin, the major developer of PD, and Curt Lindberg, will provide these services. The developers of PD are the only experts who can facilitate the educational initiatives needed for the behavior and cultural transformation. Jerry Sternin has extensive experience working with PD around the world. A pilot program using PD was implemented at the VAPHS Heinz Division. Use of PD fostered a behavior and cultural change in a cohort of professionals that has successfully reduced MRSA infection. It is anticipated that the success of this program can be expanded to other VA and community hospitals to reduce MRSA infection. This notice of intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by a narrative describing their expert qualifications and capabilities to perform these services, to the Contracting Officer no later than August 10, 2006 C.O.B. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to the notice is solely at the discretion of the Contracting Officer.
