DESCRIPTION: The U.S. Coast Guard intends to procure Contractor services to provide Fire Department Emergency Vehicle Operators Course, per attached the information listed below under Scope heading on September 5 ? 7, 2006. This notice is a combined synopsis/solicitation for a commercial item in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a (n) Small business set aside basis. SCOPE: STATEMENT OF WORK U.S. COAST GUARD FIRE DEPARTMENT EMERGENCY VEHICLE OPERATOR INSTRUCTOR TRAINER COURSE ? FY06 Course Title: Fire Dept. Emergency Vehicle Operator Instructor Trainer (EVOC IT) Course Code: 501884 Location of Training: Kodiak, Alaska Number of Classes: 1 Duration: 3 Days Maximum Class Size: 20 Students Course Objective: The primary objective of the Fire Department Emergency Vehicle Operator Instructor Trainer (EVOC IT) course is to train and qualify Coast Guard Fire Department personnel as instructors in the aspects of emergency vehicle operation. Emergency and non-emergency modes shall be emphasized. This course prepares the individual to teach students the Emergency Vehicle Operator course per US Fire Administration and National Fire Protection Association Standards. Attendees successfully completing training will become (EVOC) instructors, who can provide training and certification to other Coast Guard Fire Department personnel. COMDTINST M11240.9 (series) requires personnel who operate an emergency fire apparatus to complete a formal (EVOC) training. COURSE CONTENT: The Fire Department Emergency Vehicle Operator Instructor Trainer (EVOC IT) course is a three day course. The course will provide instruction on responsibilities of Emergency Vehicle Operation, Legal Aspects, State and Federal Laws, Vehicle maintenance, Vehicle Safety, Vehicle Dynamics, Accident Avoidance, Route Selection and Case Studies. A specially designed road course prepares existing drivers the skills needed in Accident Avoidance, Radius Driving and Advance Backing and Threshold Braking. Traffic management gives the driver the basic skills in apparatus placement, Traffic Tampering, Cone and Flare placement and Highway Safety. The course teaches the students the techniques in preparing and performing a comprehensive Emergency Vehicle Operator Course and Driver Training Program. COURSE PURPOSE: The purpose of this course is to enable students with the knowledge and instructional abilities to teach and certify Emergency Vehicle Operators per US Fire Administration and National Fire Protection Association Standards to other Coast Guard Fire Department personnel and to comply with requirements of COMDTINST M11240.9 (series). INSTRUCTOR (S) QUALFICATIONS: Instructors shall be trained in all aspects of Emergency Vehicle Operation, with a Fire and Emergency Service background. Instructors shall be knowledgeable in Federal and State laws and statues, US Fire Administration and NFPA 414 Standards for Aircraft Rescue and Fire Fighting Vehicles, NFPA1002 Standard for Fire Apparatus Driver/Operator Professional Qualifications, NFPA 1003 Standard Airport Fire Fighter Professional Qualifications, NFPA 1041 Standard for Fire Service Instructor Professional Qualifications, NFPA 1500 Standard on Fire Department Occupational Safety and Health Program, NFPA 1521 Standard for Fire Department Safety Officers, NFPA 1901 Standard for Automotive Fire Apparatus, NFPA 1914 Standard for Testing Fire Department Aerials Devices, NFPA 1451 Standard for a Fire Service Vehicle Operations Training Program and Emergency Vehicle Operations. There shall be two instructors to perform training. CURRICULUM SHOULD AT MINIMUM ADDRESS: Training concepts taught in the classroom include: Legal Aspects and Emergency Vehicle Driver Responsibilities, State and Federal Laws Responsibilities of Personal Riding in or on Fire Service Vehicles Non-Emergency Driving Vehicle Inspection and Maintenance Vehicle Dynamics Accident Avoidance Risk Management Route Planning Federal and State Government Driver Licensing Requirements Training concepts taught to students in the practical skills application on driving range: How to set up a Driving Course / EVOC Road Course Design Written Road Course Pass/Fail Requirements EVOC Road Course Instruction Driving Instructions and Student Training Testing EVOC Students EVOC Written Test and Certification EMERGENCY VEHICLE OPERATOR INSTRUCTOR TRAINER WILL PROVIDE: Course Training Materials and Tests State Laws pertaining to Emergency Response Power Point Disks Training Videos Handout Materials Case Studies Training completion certificates for personnel completing course One set of training materials to USCG Head Quarters Shore Safety Division (CG-1132) Fire Department Program Manager COAST GUARD TO PROVIDE: Classroom Training Facility Training Range Training Vehicles (Fire Apparatus and Ambulance) Range Cones (200) STUDENT PRE REQUISITES AND ITEMS NEEDED FOR THE COURSE Must possess a Motor Vehicle Operator Licensed and endorsement of vehicle to be driven within the state. OF-346 U.S. Government Operator?s Permit with endorsement of Fire apparatus to be driven. Copy of DMV Driving Record/Command endorsement of a clear driving record Must have completed an (EVOC) training course Must have command approval to attend HOW TO RESPOND: In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 4:00 PM, ET, August 11, 2006. Technical proposals must include: (1) Specific approach in meeting requirements outlined in the services and compatibility of system/process with existing agency configuration. (2) Past performance history (current or within the last 18 months) on projects similar in scope and nature, with specific references (including project identifier/contract number and description, period of performance, dollar amount, client name and current telephone number). References will be checked to validate the information provided and to determine reliability/dependability. (3) Key personnel (those who would have the primary responsibility for performing and/or managing the project) with relevant qualifications and specific experience. Cost Proposal: provide Firm Fixed-Price, ?broken out by labor hours, labor category, materials, and other direct costs?. Offerors must submit an original and two copies of the proposal to Sonja Aiken, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to saiken@comdt.uscg.mil are acceptable, but must be timely. Proposal Evaluation Criteria: (1) Price and price-related factors. (2) Technical approach. (3) Past performance of your organization, including adherence to schedules and budgets, the acceptability of previous products delivered, effectiveness of program management, and the offeror's willingness to cooperate with the customer in both routine matters and when confronted by unexpected difficulties. This will be a Best-Value award determination. Price and Past Performance will be a factor, but technical factors are far more important.
