Description
This is a combined/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI6077 and the solicitation is being issued as a Notice of Intent on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-11). This acquisition will be processed under Simplified Acquisition Procedures. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure an order for foreign biomedical research Associate, Level 2 from Oak Ridge Associated University. Oak Ridge Associated University is an ?H-1B cap-exempt? organization. The Contractor will appoint temporary foreign biomedical research associates on the H-1B Visa to participate in the Intramural Research Programs for biomedical research at the NIH. The objective is to allow NIH to appoint foreign biomedical research associate to work on packaging of viral and host factors into HIV particles. The services provided by the foreign biomedical research associate will be the Biological Significance and Interaction of HIV Proteins. The Contractor will provide Visa services. The Contractor will assign foreign biomedical research associate with professional travel, training, and travel reimbursement. The Contractor foreign biomedical research associate will be assigned to an NIH scientist who will serve as mentor and collaborator in appropriate research projects. The appointments provide participants with an opportunity to learn more about the NIH and its various research programs while gaining valuable knowledge and skills. The experience provides the basis for continued involvement in future NIH projects. The appointments promote the current and future missions of NIH by supporting important contributions to current projects and creating a pool of professionals from which to draw for future efforts. NIH will provide supplies, computer equipment, and space to work. The Period of Performance is 09/01/06 thru 08/31/07. The North American Industry Classification System (NIACS) Code for this acquisition is 541690, and the small-business size standard is $6.5 million dollars. This is a firm fixed-price contract and the FOB terms are ?Destination? and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Offers must be submitted no later than 5:00 P.M.
