Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis, services required for the Polish Stomach Cancer Study: Epigenetic alterations and gastric cancer risk in a Polish population with the University of Milan, Department of Occupational and Environmental Health, Milan, Italy. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. The purpose of this procurement is to perform DNA methylation analysis on DNA from tumor tissue, adjacent normal tissue samples and peripheral blood lymphocytes from the Polish Stomach Cancer Study. Listed are several contractor requirements: 1) Perform DNA extractions from 105 core sample biopsies from stomach cancer tissues and 20 core sample biopsies from adjacent non-cancer tissues, and peripheral blood lymphocytes from 305 stomach cancer cases and 427 controls; 2) Prepare bisulfite treatment of DNA from core samples and peripheral blood lymphocytes; 3) Perform PCR amplification and pyrosequencing for methylation analysis; 4) Obtain all local approvals to receive samples for the proposed analysis, and 5) Deliver results within six (6) months. The University of Milan, Department of Occupational and Environmental Health has the expertise and resources necessary to apply epigenetic techniques to epidemiology studies. They provide DNA methylation analysis using pyrosequencing technology, a technique required by the NCI. The University of Milan implements standardized procedures that take full advantage of the pyrosequencing potential. The services to be provided are an extension of the ongoing Polish Stomach Cancer Study and is important for scientific comparability of analytic results to work with the University of Milan for this study. Changing procedures at this time will be detrimental to the research already in progress. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on August 16, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
