Description
THIS NOTICE IS FOR INFORMATION ONLY. The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the Association of State and Territorial Health Officers, 1275 K Street NW, Washington, DC 20005. The purpose of this contract is to ensure closer integration of the State public health emergency preparedness plans with the healthcare system by enhancing the abilities of State health officials to communicate, integrate and coordinate disaster plans with each other, private health systems and HSRA. This will be accomplished by: (1) enhancing the communication capabilities of the Association of State and Territorial Health Officers/Directors of Public Health Preparedness (ASTHO\DPHP); (2) develop a briefing for HRSA?s National Bioterrorism Hospital Preparedness Program (NBHPP) on state preparedness issues; and (3) facilitate and engage the State DPHEPs in developing methods for working closer with the non-public health system. The period of performance for this project is twelve (12) months. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
