Description
This is a SOURCES SOUGHT NOTICE. This is not a Request for Proposal. This is a market research tool to determine the availability and adequacy of potential sources. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The purpose of this sources sought notice is to determine the availability of potential small businesses (e.g. 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that may be qualified to provide specified fee-for service health insurance benefit administration services including Medicare claims processing and payment services, in support of the Medicare program (also known as the Medicare fee-for services, or FSS program in accordance with the attached ?Draft? Statement of Work (S.O.W.) entitled, ?Part A and Part B Medicare Administrative Contractor Statement of Work.? As required by section 911 of the Medicare Prescription Drug, Improvement and Modernization Act of 2003 (MMA), CMS will replace its current claims payment contractors ? fiscal intermediaries and carriers ? with new contract entities called Medicare Administrative Contractors (MACs). As a result of MMA, CMS designed new MAC jurisdictions to balance the allocation of workloads, promote competition, account for integration of claims processing activities, and mitigate the risk to the Medicare program during the transition to the new contractors. This sources sought notice is targeted for jurisdiction 4 (includes the states of Colorado, New Mexico, Oklahoma, and Texas), jurisdiction 5 (includes the states of Iowa, Kansas, Missouri, and Nebraska), and jurisdiction 12 (includes the states of Delaware, District of Columbia, Maryland, New Jersey, and Pennsylvania). Interested parties having the corporate capability and expertise necessary to perform the stated requirements outlined in the DRAFT Statement of Work (SOW) may submit capability statements via email to Darrell.Bachman@cms.hhs.gov and Linda.Hook@cms.hhs.gov. Capability statements must demonstrate experience and expertise pertaining to the requirements stated in the SOW and shall be limited to 20 pages. Responses should also include the following information: company name, address, point of contact, telephone number, facsimile number, email address, and business size and status (e.g. small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business). The North American Industrial Classification System (NAICS) code is 524114: Direct Health and Medical Insurance Carriers. Responses must be submitted not later than August 16, 2006 by 5:00pm EDT. Capability statements will not be accepted after the due date. All communications shall be by email. Only responses from small businesses (e.g. 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) will be considered. This is not a request for proposal and in no way obligates the Government to award a contract now or in the future. No reimbursement will be made for costs associated with providing information in response to this announcement and follow-up information requests. Respondents will not be notified of the results of the review of the capability statements. Information received will be considered solely for the purpose of determining whether small business firms possess the capability to fulfill the Governments requirement.
