Description
DESC: The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the Florida Keys National Marine Sanctuary, Marathon, FL., intends to procure services for a Program Coordinator to facilitate implementation of the Dolphin SMART and Blue Star programs in the Florida Keys National Marine Sanctuary (FKNMS) for a base and two option year. This contract services will be based in Key West. FL. The acronym SMART is the program name summarizing the code of conduct participants agree to follow: (S) Stay at least 50 yards award; (M) Move away slowly if you notice signs of disturbance? (A) Always allow groups to remain together; (R) Report Marine Mammal Protection Act Violations, (T) Teach others to be Dolphin SMART. This is a unique, voluntary program that provides participation incentives in the form of public recognition of commercial operators who adhere to an agreed-upon code of conduct while viewing wild dolphins. Operators will participate in training, provide educational briefings to their patrons, and participate in annual evaluations. Minimum Qualifications: 1) The Potential vendor must reside locally (within a 50 radius miles of Key West) during the entire contract period, 2) The potential vendor must have a minimum of one year?s work experience in marine-related conservation issues, 3) The potential vendor must be willing to periodically travel aboard passenger vessels on trips of up to eight hours in varying sea and weather conditions in the Florida Keys. Consideration will include, but not be limited to the following: 1)Experience and satisfactory past performance in coordinating a multi-faceted program with any stakeholders, 2) Experience or familiarity on marine-related conservation issues, 3)A specific knowlege in marine wildlife viewing etiquette is desired, but not required as well as familiarity with wild bottlenose dolphin conservation issues, 4) Experience as a scuba diver or snorkeler and familiarity with environmental issues related to the dive and snorkel industry is desired, but not required.
