- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; offers are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This notice is being issued as a Request for Quotations (RFQ) for the following: 1.) CVi SiC composite panel (quantity required 5 each) Nine fiber preforms shall be made of ZMI ceramic fiber, and have approximate dimensions of 2.75"x12"x0.4". The preforms will each consist of nine hollow tubes connected side-by-side. Graphite mandrels for each of the tube panel preforms shall also be provided by NASA at no cost to GECCP. All of the preforms shall be processed concurrently through the following steps: (1) Tool-up into flat plate CVI tooling, (2) application of Si-doped BN interface coating, (3)removal of external tooling and graphite mandrels, (4) application of CVI SiC overcoat, (5) slurry casting with SiC particulate, and (6) melt infiltration with a silicon alloy. 2.) Enhanced SIC/Sic panel 8"x*"X0.09" (quantity required 4 each) ENhanced SIc/SIC panel comprised of 2 Dlay-up of 5 harness satin weave Ceramic grade Nicalon fiber, pyrocarbon interface, and CVI SiC matrix with internal oxidation protection system. Panel size 8" X 8" X 0.09" 3.) C/SiC panel 0/+/-45/90 layup plain weave (quantity required 4 each) C/SiC panel 0/+/-45/90 layup comprised of 2 Dlay-up of plain weave 1K T300 carbon fiber, pyrocarbon interface, and CVI SiC matrix. Panel size 9" X 9" X 0.1" The provisions and clauses in the RFQ are those in effect through FAC 05-11. The NAICS Code and the small business size standard for this procurement are 541710 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. Offers for the items(s) described above are due by 12 noon local time on 08/15/2006 to fax number 216-433-2480 and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
