Description
MARKET RESEARCH SYNOPSIS The Marine Corps Warfighting Laboratory (MCWL) seeks to obtain market research information from sources capable of fully or partially satisfying an emerging requirement for a cargo air delivery system. MCWL is interested in identifying equipment and technical support available for bailment to support technical demonstrations and experimentation to develop the tactics, techniques, and procedures needed to employ air delivery as a method of sustaining small dispersed tactical units. This effort is part of the MCWL Sea Viking 08 (SV 08) series of experiments. This market research is for informational purposes and will lead to individual meetings between MCWL and organizations with the potential to fulfill the requirements for this support to the lab?s experiments and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting combat development strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide propriety data or business sensitive information because any information received may be used by the government and/or released to the public. The government is focused primarily on seeking suitable commercial and non-developmental items that can be easily modified to meet existing government requirements to support the military experimentation scheduled in Chart (1) below: CHART #1 Event Dates / Duration Location Technical Demonstration January 2007 / Duration TBD by the contractor (Typically 1-day). At the contractor site Limited Technical Assessment (LTA #1) This is a Technical Demonstration at the same range where experimentation will take place. Late March 2007/ An 11-day period of Assessment is planned. Vehicle performance will be limited to a few days of that period. A Military Training Center, West Coast, USA Small Unit Enhancement Training (SUET #1) July 2007/ An 19-day period of Training for Support Unit Marines during which vehicle performance will be limited to a few days A Military Training Center, West Coast, USA Limited Objective Experiment #3 (LOE #3) September 2007/ An 18-day period of experimentation during which vehicle use will be necessary for 5 days during which up to 4 sorties will be required as dictated by the tactical play A Military Training Center, West Coast, USA Information on capable sources is sought for the following requirements Performance Parameters of the Air Delivery Vehicle 1. Transport Load Requirements a. Minimum 200 lbs. b. Maximum 800 lbs. 2. Accuracy Requirements Must deliver load within a 200 meter Circular Error Probable (CEP) in winds up to 10 mph 3. Departure/Launch Requirements Note: MCWL is looking at three (3) categories. 1. Must be able to launch from a standard military Expeditionary Airfield (EAF Category), OR 2. Must be able to be dropped from a Standard Military Aircraft (Air-Drop Category), OR 3. Must be able to launch from an Unimproved Road (Combat Service Support Category) 4. Transit Distance Requirement The experimental support requirement is transit of cargo for a minimum of 20 miles. Note: This experimental requirement is driven by the real-world operational requirement to transit approximately 200 miles. 5. Handling Requirement In order to ensure the survivability of the cargo, the package cannot be subjected to more than 8 ?G? of force upon landing. Note: This is the current parachute parcel specification. 6. OPTIONAL REQUIREMENTS: The following are NOT hard requirements for participation in the SV 08 o It is more useful to the experimentation if Marines can be trained on how to operate the system (the level of oversight/supervision/help is up to the contractor) o The ability of the vehicle to operate in hours of daylight and/or darkness must be defined in the individual meetings. The ability to do both is not an experimental requirement but will likely be part of the final set of operational requirements. o Whether or not the receiving unit has to assist final delivery (i.e. by beacon or remote control) or not (i.e. a parachute) is immaterial to experimentation These are the performance characteristics needed for experimentation. For the purposes of this market research synopsis, a Marine Corps small unit is defined as either a 13-man squad or a 43 man platoon equipped with up to four light vehicles, associated weapons and communications suites, and other standard-issue equipment. Consumable materials may include bulk liquids (fuel and water), ammunition, batteries, food, and limited repair parts. If the product proves successful in the technical demonstration, a decision will be made as to whether there is utility in including those technologies in the SV 08 series of experiments. Sources capable of fully satisfying the above requirements should submit capability statements and expressions of interest that provide the necessary information to determine actual capabilities. At a minimum, the information should include: (1) identification of company or organization; (2) company?s or organization?s assertion of full capability to meet proposed requirements; (3) business contracts, marketing office point(s) of contact information; (4) notification of business size and/or special status; and (5) additional information that may be useful to successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a five-page submission limit, plus commercial marketing information or web links; all should be submitted via email to ira.patterson@usmc.mil referencing the following tracking #9080.
