- N66001-06-R-0042 - ENGINEERING AND TECHNICAL SUPPORT SERVICES AND ASSOCIATED MATERIAL TO SUPPORT SSC SD GPS CEA FACILITY UTILIZATION AND ENHANCEMENT DESC: The Department of the Navy, Space and Naval Warfare Systems Center - San Diego (SPAWARSYSCEN SAN DIEGO) intends to issue solicitation No. N66001-06-R-0042, to procure engineering and technical support services and associated material to support enhancement and utilization of the Global Positioning System (GPS) Central Engineering Activity (CEA) Facility. The GPS CEA Facility is a Research and Development (R&D) laboratory established at SPAWAR Systems Center, San Diego (SSC-SD) under sponsorship of SPAWARSYSCOM (PMW-156) and the GPS Joint Program Office (JPO). The CEA User Equipment (UE) Facility is dedicated to GPS development and integration. In performance of this Contract, there shall be no Contractor electronic hardware component or cable fabrication, repair, etc.; nor any Contractor electronic hardware assembly, implementation, integration, installation, etc., requiring more than simple unit, module, component, or cable, plug-in, etc.; no Contractor soldering shall be performed. The Navy intends to solicit and award a single award, Cost-Plus-Fixed-Fee, indefinite delivery/indefinite quantity contract with a base period of three (3) years and two (2) one-year options. The estimated level of effort is 88,800 hours for the entire five (5) year performance period; the effort shall require a SECRET Security Clearance. This requirement is a follow on to Contract N66001-00-D-5083 with Gnostech Inc. This procurement will be conducted as a 100% small business set-aside. The applicable NAICS is 541330 and the small business size is 23 Million annually. Selection will be based on a best value source selection using a trade-off process and include oral presentations as part of the proposal in accordance with Federal Acquisition Regulations 15.1. All potential offerors are reminded, in accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (NOV 2001), lack of registration in the CCR database will make an offeror ineligible for award. The estimated release date for the solicitation is on or about 01 August 2006. Electronic copies of the solicitation will be available for download via the Internet World Wide Web at the SPAWAR E-Commerce Central Business Opportunity Page, Systems Center - San Diego, Open Solicitations, https://e-commerce.spawar.navy.mil/. The Government will not provide hard copy versions of the solicitation and any subsequent amendments. Notification of any changes (amendments) to the solicitation will be made only on the Internet at https://e- commerce.spawar.navy.mil/ ; it will be the contractor's responsibility to check the website for any posted changes.
