Description

The Office of Naval Research (ONR) has a requirement for preparing the Navy?s Theater UnderSea Warfare (TUSW) program for transition to the fleet. The tools developed in previous years will be integrated under a consolidated Concept of Operations-based user interface, the design of which will be based on lessons learned during prior years. TUSW is a wide-ranging effort to radically improve the capability of the theater commander to successfully conduct Undersea Warfare (USW) by improving the timeliness, accuracy, completeness, and hence the ?actionability? of information collected and processed in-theater by a wide variety of USW assets. ONR intends to award a contract on a sole source basis to Lockheed Martin Integrated Systems and Solutions (LMIS&S); 4770 Eastgate Mall; San Diego, CA for these services and requirements. Under previous developmental efforts, LMIS&S developed the C41 Knowledge Management Terminal (CKMT). This stand alone terminal encompasses a wide variety of capabilities including: modeling, tracking, and analysis of TUSW data. Both the initial prototype CKMT and a second generation CKMT were designed, developed, demonstrated, and delivered under NAVAIR contract N00421-02-D-3063. Additionally, further development was conducted by LMIS&S under ONR contract N00014-00-D-0127/0012. Finally, under ONR contract N00014-05-C-0415 the Asset Allocation Tool (AAT) and a Reconstruction and Data Mining System (RDMS) are in the process of being developed by LMIS&S. Based on the substantial development previously conducted by LMIS&S, LMIS&S is the only potential offeror with the unique capabilities to perform the work. (See Numbered Note 22).
